Kankakee County Board met March 11.

Here are the minutes provided by the board:

The meeting of the Kankakee County Board, Kankakee. Illinois held on March 11, 2025 pursuant to the adjourned meeting of September 10, 2024 was called to order at 9:00 am., by the Chairman of the Board, Mr. Alexander- Hildebrand. Mrs. Parker delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Hess, Dr. Polk, Mr. Sirois, Mrs. Webber, Mrs. Parker, Mr. Carrico, Mr. Fetherling, Mr. Dunnill, Mr. Miller, Mr. Long, Mr. Kerkstra, Mr. Hunter, Mr. Smith, Ms. Foster, Ms. Armer- Irps, Mr. Ashcraft, Ms. Munday, Ms. Turner (Kan), Mr. Lowey, Ms. Turner (Mom), Mr. Crutcher, Dr. Nims, Mr. Alexander- Hildebrand.

Members Absent- Mr. Tholen, Mr. Swanson, Ms. Andrade, Ms. Rittmanic- Emme, Mr. Marion

Quorum- Present

A Motion to approve Mr. Fetherling and Dr. Polk to attend via Zoom was made by Mr. Lowey and seconded by Mr. Miller. Motion Carried by voice vote.

Public Commentary- None

Vacancy Appointment/Resignations- None

Proclamation- A Proclamation was read honoring the BBCHS Academic Bowl Team (02). A motion to amend the agenda and move up the Proclamation was made by Mr. Lowey and seconded by Ms. Turner (Mom)

Presentation- Nicole Gavin gave a presentation on behalf of Kankakee County Convention & Visitors Bureau (KCCVB).

Minutes of the last Meeting-

The minutes of the last meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Smith made a motion to accept the minutes. Mr. Dunnill seconded the motion. Motion carried by voice vote.

Claims Committee Reports

A motion to approve the following claims for January 2025 were made by Mr. Lowey and seconded by Ms. Munday. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion Carried.

Department Reports

The Department reports were read and accepted on the motion of Mr. Turner (mom) and seconded by Ms. Armer-Irps. Motion carried by voice vote.

Committee Presentation and Resolutions

Consent Agenda

Mr. Hunter made a motion to approve the consent agenda. Mr. Sirois seconded the motion. Mr. Hendrickson, County Clerk, read the items into the record. A roll call vote was taken with the motion passing.

• Appointment of Richard Lottinville to the Little Beaver Drainage District (23)

• Appointment of David Hoekstra to the Little Beaver Drainage District (24)

• Appointment of Andrew DeGroot o the Claussen Park Drainage District (25)

• Appointment of Craig Long to the Kankakee County Public Building Commission (26)

• Reappointment of David Horn to the Emergency Telephone System Board (27)

Finance

Mr. Hess made a motion to approve the following resolution: Authorizing the County Board Chairman to sign an Agreement with point of difference strategies (28) Ms. Foster seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion carried.

PZA

Mr. Lowey made a motion to approve the following resolution: ZBA case #24-13; request for a Variance 121-294.b.10.ƒ.8 (Off-Street Parking for Industrial Use) in section 23 of Manteno Township. (29) Ms. Munday seconded the motion. Motion carried by voice vote.

Highway, Waterways, & Buildings

Mr. Smith made a motion to approve the following resolution: Authorizing the County Board Chairman to Execute the Illinois Public Works Mutual Aid Network (IPWMAN) Agreement for Participation in the Illinois Public Works Mutual Aid Network (IPWMAN) for Highways Under the Jurisdiction of the County of Kankakee (30) Mr. Crutcher seconded the motion. Motion carried by voice vote.

Executive

Mrs. Parker made a motion to approve the following Resolution: Authorizing the County Board Chairman to sign an Intergovernmental Agreement for Animal and Rabies Control Services with the Village of Manteno (31) Mr. Crutcher seconded the motion. A roll call vote was taken with the motion passing 23 ayes to 0 nays. Motion Carried.

Mr. Alexander- Hildebrand wished a Happy Birthday to Mr. Dunnill, Joanne Langlois and Dr. Nims.

Adjournment

Mr. Hess made a motion to adjourn the meeting at 9:35 a.m. Mr. Smith seconded the motion. Motion carried by voice vote.
