Kankakee County Planning, Zoning and Agriculture Committee met March 18.

Here are the minutes provided by the committee:

The meeting of the Kankakee County Planning, Zoning & Agriculture Committee was held on March 18, 2025 and was called to order by the Committee Vice- Chairman, Mr. Miller at 9:00 am. The following members were present:

Mr. Fetherling, Ms. Webber, Ms. Denise Turner, Mr. Lowey, Mr. Alexander-Hildebrand, Mr. Smith, Mr. Dunnill, Mr. Miller, Ms. Andrade, Ms. Armer-Irps, Mr. Long, Mr. Kerkstra, Ms. Foster

Members Absent –Ms. Munday, Ms. Amber Turner

Mr. Lowey made a motion to allow Mr. Fetherling to attend the meeting by Zoom and Ms. Denise Turner seconded. Motion carried with a voice vote.

Quorum –Present

Minutes: February 18, 2025 & March 20, 2024

Mr. Lowey made a motion to combine and approve and Ms. Armer-Irps seconded the motion. Motion passed with a voice vote.

Building

• Building Report – February 2025

Mr. Dunnill made a motion to approve the report and Ms. Armer-Irps seconded it. Motion carried with a voice vote.

Mr. Skimerhorn reviewed the report with the committee. A total of 38 permits were issued in February and a total of $14,866.00 in revenue was brought in.

• Stormwater/MS4 Program Discussion

Mr. Skimerhorn asked if there was anything for discussion; there was not.

Zoning

• ZBA Case#24-14; request for a Rezoning from A1-Agricultural District to I1- Light Industrial District on a parcel generally situated in Section 26 of Manteno Township. The property is located at Hemlock Drive, Manteno, IL. Petitioners are Affordable Mini Storage – Manteno LLC, property owner & Piggush Engineering, Inc., applicant.

Mr. Skimerhorn stated that this was recommended for approval 6 to 0 by the ZBA. Discussions were held.

Mr. Dunnill made a motion to approve and Ms. Denise Turner seconded it. Motion carried with a voice vote.

• ZBA Case#25-01; request for a Rezoning from A1-Agricultural District / RE-Rural Estate District to RE-Rural Estate District and Variance to Section 121-281.c (Setback for Horses) on a parcel generally situated in Section 02 of Otto Township. The property is located at 2805 W 7000 S Road, Chebanse, IL. Petitioners are Scott & Amy Zabel, property owner & applicant.

Mr. Skimerhorn stated that this was recommended for approval 6 to 0 by the ZBA. Discussions were held.

Mr. Smith made a motion to approve and Mr. Dunnill seconded it. Motion carried with a voice vote.

• ZBA Case#25-02; request for a Rezoning from I1-Light Industrial to RE-Rural Estate on a parcel generally situated in Section 35 of Otto Township. The property is located at 5382 S 2000 W Road, Chebanse, IL. Petitioners are Ronald D. & Vicki L. Gardner, property owner and applicant.

Mr. Skimerhorn stated that this was recommended for approval 6 to 0 by the ZBA. Discussions were held.

Ms. Webber made a motion to approve and Mr. Lowey seconded it. Motion carried with a voice vote.

• ZBA Case#25-03; request for a Rezoning from A1-Agriculture to RE-Rural Estate and Variance to Section 121-281 (Accessory Structures) on a parcel generally situated in Section 25 of Ganeer Township. The property is located at 10078 E 1500 N Road, Momence, IL. Petitioner is Brent F. Havener, property owner and applicant.

Mr. Skimerhorn stated that this was recommended for approval 6 to 0 by the ZBA. Discussions were held.

Mr. Lowey made a motion to approve and Ms. Denise Turner seconded it. Motion carried with a voice vote.

Transportation

• FY2025 FTA Section 5311 Application

• FY2025 Illinois Downstate Operating Assistance Program Application

• Purchase of Service Agreement with SHOWBUS

Mr. Wilson stated that they do this every year and all three go together. Mr. Wilson stated that the County purchases service from SHOWBUS and we have a very good relationship with them. Mr. Wilson gave a brief explanation of the rural transit program.

Mr. Lowey made a motion to authorize the county board chairman to execute and amend both section 5311 and downstate operating assistance program for FY2026 and Ms. Foster seconded it. Motion carried with a voice vote.

Mr. Kerkstra made the motion to adjourn the meeting at 9:20 a.m. Mr. Smith seconded the motion. Motion carried by a voice vote.
