Village of Grant Park Board of Trustees met April 7.

Motion to approve minutes from the previous meeting held on March 17, 2025

Motion to approve Bills for payment: April 3, 2025, General Fund $10,966.84, Fest Fund $165.00, Motor Fuel Tax $13,909.81. Payroll ending March 15, 2025 $18,084.69, ending March 17, 2025, $4,290.00, ending March 29, 2025, $23,529.66, ending April 3, 2025, $193.36.

Departmental Reports:
Clerk’s Report – Hawkins presented in Dillmans absence. Motion to approve Special Event Liquor License for the Luis Maldonado Benefit

Attorney’s Report – Attorney Peters discussed judgement the village entered against 111 N Maple property on May 24, 2018, for $18,115.89. After 7 years the lien/judgement will expire. We are unable to foreclose because the county issued a new deed in Sept, 2024 when sold for taxes. Jan 15, 2025, the property was sold again. Peters explained we have 3 options at this time:
A. Let the lien expire.
B. Conduct an asset search to determine if collection is possible,
C. Revive Judgement.
Detloff suggested option B and follow up with reviving lien if worth it.
Detloff Motion to authorize Spesia & Taylor to conduct an asset search of the parties whom the judgement was entered against in the demolition case for 111 N. Maple Street.

Detloff asked to discuss drainage problems on the new Esson Farm Road sidewalk. Hawkins will review with Piggush
Street & Alley Report – Roadwork on 9000 E, east of Route 1 to begin in June/July.
Passini motion to approve quote from Grosso to complete shoulder work not to exceed $1500.00, Steve may schedule work for next budget expense.

Hawkins reminded residents that the Police will be enforcing code violations and residents should call 911 to report a possible issue. Code is available at Village Hall or on website if you are looking for compliance.
Finance Report – We are working with Griffin Gate Farms on TIF request for $320,000 at 109 W. Taylor Street. Waiting on main level floor plans. Currently looking to re-roof, tuck point building, paint, and replace floor on entry level.
Community Outreach Report – Motion to approve addition of Mommy & Me swing at Community Park and a slide at Heldt Park, 100% Funded by the Grant Park Foundation.

Buildings & Grounds Report – Hawkins received an estimate of $3,500 to clean-up fallen trees at the property known as the Pepin Property. Estimate would clean approximately 2 acres of debris. Detloff questioned if we wanted to spend the money if we are selling property, attorney Peters will check on options we have for property. Tabled until Spesia & Taylor can inform the Board when we can market the parcels and options that may be available.
Vote to allow Sara Wozny to continue community line dancing event on Thursdays at the community building, as long as building is not rented.

Detloff brought to the board’s attention; a resident had given the village a bill for $771.07 for her leaf pick up. Detloff presented a copy of the letter that was sent directly to each address in the village, stating we would not be picking up leaves in the fall due to our equipment being broken. The Village had notified every resident, and we will not be paying this invoice.
Law Enforcement Report – Trustee Morgan & Chief Frey presented a Medal of Valor Plaque to Sgt. Al Castillo for exceptional bravery. Castillo responded to a fire call on March 10th, being the first on site, one resident was still in home Castillo entered the burning home and removed the resident. Sgt Castillo’s family were there to witness the presentation and provided refreshments after the Board Meeting. Grant Park Fire Department also spoke of their appreciation of our Police Department and how well we work together to keep our community safe.
Chief Frey also received a note from the Momence Police Chief in recognition for a job well done, Officer Stepich, responded to an assist call in Momence. A scuffle broke out and Officer Stepich was hit in the face which led to the successful arrest of the offender.
