Action, Procedural: A. Certificate of Canvass Results
> Clerk Brian Simeur stated he received the Certificate of Canvass Results from Kankakee County Clerk Dan Hendrickson that was certified on April 15, 2025 (on Board Docs). Mr. Simeur read the results from the Kankakee County Abstract of Votes from the April 1, 2025 Election. Village President Jeff Keast 1,885 votes versus Candidate David Zinanni 1,308; Village Clerk Brian Simeur 1,932 votes versus Candidate Kym Nelson 1,144; Three Trustees were re-elected: Trustee Angie Serafini 2,026 votes, Trustee R. Bruce Greenlee 1,721 votes, and Trustee Rick Fischer 1,646 votes. The other candidates on the ballot for Trustee were: Dondi Maricle 1,183 votes, Mark Steelman 1,044 votes, and Lindsey Patterson 1,044 votes.
Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to accept the Certificate of Canvass Results from the Consolidated Election held on April 1, 2025.

> Judge Michael J. Kick (retired) swore in the Village President Jeff Keast, Village Clerk Brian Simeur, and re elected Officers - Trustee Angie Serafini, Trustee Bruce Greenlee, and Trustee Rick Fischer.
> Mayor Jeff Keast read a statement thanking all who voted, supported, and participated in the election. He is here to serve the entire community, and will listen and work together, and keep the community aware of what is happening, and have a say in shaping its future.

Action, Bids: A. 2025 MFT Bid Results
> Public Works Superintendent Terry Memenga stated two bids were opened April 28, 2025, for the MFT HMA & Concrete program, and the bids were read (on Board Docs). It was recommended that the Board accept the lowest bid from Gallagher Asphalt Corporation in the amount of $601,577.12

> Public Works Superintendent Terry Memenga stated two bids were opened April 28, 2025, for the Guildford Drive Rebuild project. The bids were read (on Board Docs) this will be utilizing funds from the IL Rebuild program. It was recommended that the Board accept the lowest bid from Gallagher Asphalt Corporation in the amount of $135,450.88.

> Following the reading by Clerk Simeur, Finance Director Tara Latz explained this Resolution is for the Village budgets for the Fiscal Year 2026, which runs from May 1st, 2025 to April 30th, 2026 (on Board Docs). This includes the General Fund Operations budget and budgets for the Special funds, which include The Grove, Motor Fuel Tax, Sewer, Debt Service, two TIF funds, Impact Fees, and Business District funds. She thanked all of the Department Heads, Assistant Finance Director Holly St. Germaine. Finance Chairman Rick Fischer for their support and assistance in putting this budget together. Mrs. Latz gave projected amounts for General Fund Revenues of $14,700,841 and Expenditures at $14,463,655, which leaves a surplus of $237,186. Also, explanations were given for each of the other funds and what is expected in expenditures.
> These budgets do not reflect the legal spending limit for the Village, which will occur in our Appropriations Ordinance at an upcoming Board meeting in July.
> Trustee King expressed his appreciation of the new layout of the budget.
> Trustee Fisher thanked all department heads and personnel who helped put this together.

Action, Ordinance: C. ORDINANCE NO. 25-2488 - An Ordinance Amending Chapter 4, Alcoholic Liquors, Article IV, Section 4-52 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Hours of Operations (FIRST READING)
> Following the first reading by Clerk Simeur, Attorney Dunn explained that the current Ordinance allows liquor sales to start at 11:00 a.m. on Sunday and this Ordinance will amend this time and allow the sale of alcohol to start at 9:00 A.M. on Sunday.

> Trustee Serafini offers her sympathies and prayers to the family of former Governor George Ryan, who recently passed away.
Trustee Serafini gave an update on events coming to the Village:
> Weed Warriors is a volunteer-based community program created based on resident feedback from individuals who would like to get more involved with taking care of the Grove. Volunteers will assist by picking up litter, leaves, and pulling weeds, all while enjoying our beautiful park. More information is available on our website.
> Coffee with a Cop - Stop by either Bourbonnais Dunkin' locations to help support the Bourbonnais Police Department raise funds for Special Olympics Illinois. Officers will be accepting donations for the Illinois Law Enforcement Torch Run, and each donor receives a coupon for a free donut. Stop by and say hello from 5 AM -2 PM on May 16th, 2025.

> Following the second first reading by Clerk Simeur, Administrator Van Mill explains this would be a text amendment to our Zoning Ordinance that will allow developments in the industrial districts to apply for or get approval for a Planned Unit Development (PUD). Before this you could not get PUD in the industrial district, now you can. It will help provide flexibility in any development project.

Trustee King provided the Building Department's monthly report:
> In 2024, we had 5 new home permits issued valued at $1,702,700, and 281 permits not including new homes valued at $4,565,475. So far this year, we have 11 new home permits valued at $2,628,900 and 222 issued permits, not including new homes valued at $12,712,030.
9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair
Information: A. Police Committee
> Trustee Greenlee stated that new Patrol Officers Anthony Bird and Justin Beaupre finished the Police Academy. They have started field training this week and should be on solo patrol by mid-August.
> May 11-17 is National Police Week: Annual Local Law Enforcement Memorial Event will occur on Thursday, May 15th, 2025 on the Kankakee County Courthouse lawn at 11:00 AM.
> Interim Chief Anderson also reminded the community about Coffee with a Cop to support the Special Olympics on May 16th, 2025 at both Dunkin' locations.
10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

> Mrs. Latz provided an update, stating IDOT will come back in 2025 and do a new traffic count, which will hopefully increase the amount given to the Village annually.

Trustee King provided updates for the following ongoing projects at Public Works:
> Hayes Park Pickleball- no change from last report, we are still waiting on consistent weather to finish.
> Cobblestone Park - the contractor is preparing to install the cushion surface within the upcoming 30 days, then the Public Works crew will complete the playground installation.
> Municipal Center - moving of the flag poles will be completed this week, and updated landscaping design is in progress; silt depth study to be completed this month.
> Stratford Drive Safety - completed with updated signs and speed humps are installed. > Safety Town - waiting on new window blinds, space should be available for rent beginning June 1, 2025.
> Demo of Oak Street property near Riverfront Park is expected to begin within the next two weeks.
> Summer workers are expected to start on May 12, 2025.
> There is a pending retirement of one of our team members; new-hire interviews are expected to occur this week.
