The meeting of the Kankakee County Board, Kankakee, Illinois held on May 13, 2025 pursuant to the adjourned meeting of September 10, 2024 was called to order at 9:00 am., by the Chairman of the Board, Mr. Alexander-Hildebrand. Carol Webber delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Marion made a motion to allow Mr. Fetherling to attend remotely. A second was made by Mr. Lowey. Motion carried by voice vote.

Vacancy Appointments/Resignations - None
Ms. Turner (Kan) made a motion to amend the agenda to put Certificates of Appreciation before presentation. A second was made by Ms. Munday. Motion carried by voice vote.
Certificate of Appreciation - The following were recognized for their service in Kankakee County: Chris Koerner, 15 years; Alice Hartman, 20 years; Justin LeSage, 20 years; Manuel Villafuerte, 20 years; Scott Owens, 20 years, Robert Bartucci, 20 years; Loy White, 20 years.

Minutes of Last meeting - The minutes of the last meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Marion made the motion to accept the minutes. Ms. Rittmanic-Emme seconded the motion. Motion carried by voice vote.

Mr. Lowey made a motion to approve the following resolution ZBA Case#24-10; Variance 121-99(e) (Lot Width) in Section 11 of Pembroke Township (74). Ms. Turner (Mom) seconded the motion. Motion carried by voice vote.
Dr. Polk made a motion to approve the following resolution: Kankakee County Zoning Map Amendments 2025 (75). Mr. Marion seconded the motion. Motion carried by voice vote.
Mr. Lowey made a motion to approve the following resolution: Motor Vehicle Lease with SHOWBUS to provide transportation for Kankakee County (76). Mr. Hunter seconded the motion. A roll call vote was taken with the motion passing 24 ayes to 0 nays. Motion carried.

Mr. Carrico made a motion for the Resolution authorizing the County Board Chairman to sign the Essex Substation Road Use Agreement with Illinois Generation, LLC for Roadway Improvements Associated with the construction of the Com Ed substation in Essex Township (77). Mr. Dunnill seconded the motion. Motion carried by voice vote.
Executive -
At 9:34 am, Mr. Hunter made a motion to enter into Executive Session for the matter of Pending Litigation - 5 ILCS 120/2(c)(11). A second was made Mr. Lowey. A roll call vote was taken, with the motion passing 24 ayes to 0 nays. A motion to exit Executive Session was made by Mr. Dunnill, with a second by Mrs. Parker.
Adjournment –
Mr. Craig Long reminded the board of Police Memorial Week and the upcoming Police Memorial on May 15th. The board extends much appreciation and thanks to Ted Workman on tackling the lighting project in the Administration building. Mr. Hess made a motion to adjourn the meeting at 9:36 am. Mrs. Webber seconded the motion. Motion carried by voice vote.
