Action, Ordinance: B. ORDINANCE NO. 25-2489 - An Ordinance Designating Depositories for the Village of Bourbonnais, Illinois (FIRST READING)
>Following the first reading by Clerk Simeur, Finance Director Tara Latz gave an overview of said Ordinance, stating that due to the recent municipal election, we needed to update our depositories list. This Ordinance spells out banking institutions where we have accounts, along with authorized check signers on these accounts. We have removed Mayor Schore and have added Mayor Keast, and also added Administrator Michael Van Mill as a 5th signer.
Motion by Trustee Rick Fischer, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 25-2489 tonight.

> Following the first reading by Deputy Clerk Simeur, Attorney Dunn stated that a Class B liquor license holder El-Burrito Loco did not renew their liquor license this year, so we are removing that license from the list (on Board Docs).
Action, Ordinance: F. ORDINANCE NO. 25-2493- An Ordinance Amending Chapter 2, Section 2-237 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning the Code of Conduct Exceptions (FIRST READING)
> Following the first reading by Clerk Simeur, Attorney Dunn stated that the last time this section was amended was in 1993. There have been many amendments to the actual Illinois Statute concerning exceptions to the code of conduct and conflicts of interest. This is updating our code to match the State's statutes.

> Trustee Serafini congratulated Chief Anderson on his retirement, Jason Stzuba on his transition to Interim Police Chief, and welcomed Craig Toepfer as our new Trustee.
> Thanked everyone who visited our Bourbonnais Dunkin Donut locations to support Cop on a Rooftop. Proceeds collected were around $8,950 for Special Olympics programs.
> Cone with a Cop will be held on Friday, June 13, from 2:30-5:00 PM at the Bourbonnais Dairy Queen. Donations will be accepted for the back-to-school program Shop with a Cop. Attendees will receive a free small treat during the event.
> Summer Yoga is back at Cavalier de LaSalle Park on Saturday mornings starting June 7th from 8:30-9:30 AM.

Action, Ordinance: A. ORDINANCE NO. 25-2491- An Ordinance Granting Special Use Permit at 375 Main St NW in B-1 Central Commercial Business District for the Allowance of Child Care Services (NAIC Code 424410) to Lamiesha Phillips Doing Business as "Be My Hope, Inc." (FIRST READING)
>Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained "Be My Hope Inc" is requesting a Special Use at 375 Main St NW for the allowance of a childcare service (on Board Docs). The current property is vacant (Family Video), and if approved, the lease will begin on June 1, 2025. The hours of operation are 6:30 AM to 6:00 PM Monday-Friday. This center will offer child care to children 2-6 years old who experience behavioral and developmental delays. Proposed drop-off times would be between 6:30-9:00 AM, and pick-up times would be between 4:30-6:00. The capacity would be up to 50 students with a staff of 10-12 employees. They believe it could open in 6 months once the renovations are completed.
>Trustee Rick Fischer added that "Be My Hope Inc." is applying for licensing with the State of Illinois but will need a location first. Therefore, to get approval, we are requesting a second reading so they can sign a June 1 lease and proceed to the next step.

> Following the first reading by Clerk Simeur, Attorney Dunn stated this Ordinance will make it a violation to use an ATV within 300 ft of residential housing, including apartments, without the permission of the residents. It does set a fine, but emergencies are exempt.
