Village of Grant Park Board of Trustees met May 19.

6:30PM Meeting Called to Order / Pledge

Roll Call was taken, all members present

*Motion to approve previous 5/05/25 agenda A meeting minutes

Motion: Wiedl 2nd: Whorrall Motion Carried 6-0-0

*Motion to approve previous 5/05/25 agenda B meeting minutes

Motion: Wiedl 2nd: Martz Motion Carried 6-0-0

*Motion to approve Bills for Payment: <5/13/25 General Fund $13,787.50, Motor Fuel Tax $7,782.99, Fest Fund $250.00, TIF $10,000.00 Payroll <5/10/25 $20,461.11, Stipend <5/12/25 $3,612.24

Motion: Morgan 2nd: Wiedl Motion Carried 6-0-0

Departmental Reports:

Clerk Dillman: Back in January, he proposed a floor/wall mounted grab bar to be installed in the handicap restroom in the Community Center. No action was taken. A picture of the bar, with cost then, of $35 was shown to Board members. Pres Detloff asked for a voice vote to purchase, and was approved. Mr. Dillman will install.

Attorney report: Pres. Detloff reported concerning Butler St. property, and update on Pepin property assessment.

Ordinance & Insurance, Wiedl: will have a committee meeting 6/02/25, 1PM

*Motion to approve Resolution R-5-25-2 “Appraisal of Pepin property”

Motion: Wiedl 2nd: Martz Motion Carried 6-0-0

Streets & Alleys, Whorrall: outlined weekly maintenance crew routine: Monday branch pick-up, Tuesday gravel and grading, Thursday mowing, Friday cold patch. Raised baby swing at Hilgert Park, installed pickleball net, cleared driveway of trees at Pepin property for appraisal.

Clerk Dillman mentioned a replacement person will be needed soon for Mr. Schurman’s weekend hanging basket watering, as he will be moving.

Finance, Morgan: PTELL report came back showing slightly more will be received. Mr. Morgan questioned the $5000 deposit needed for a zoning change request. It was confirmed, correct.

Community Outreach, Brower: 5K run/walk 5/30/25 @8am Pancake breakfast included $10

*Motion to approve funding for 2025 Fall Fest of $6225.00

Motion: Brower 2nd: Morgan Motion Carried 6-0-0

Building & Grounds, Quinn: Pres. Detloff addressed concerns over Park rental terms. They will be the same (full price) for all going forward, where in Village residents receive a discount for the rental, and ID may be requested if necessary. Free rentals will only go to the GP Foundation, GP Chamber, GP Coop, American Legion / Lions Club

Law Enforcement, Martz: Chief Frey has been testing a road traffic camera he may propose for purchase next meeting for $2965.00 and $200/yr after

Pickleball accessory thief will appear in Adjudication Court

Motion to allow Chief Frey to bank comp time for hours over 80 per pay period, total 232 hrs

Pres. Detloff: discussed the Street Scape project, Engineer plans are available in Village Hall for anyone to view. Spoke that there is a gas line to be moved first, and then the balance of the project may take a year to complete. Spoke of a couple decisions that need to be made soon for Grant purposes concerning Hilgert Park

There was some discussion from the audience concerning golf carts being driven on the Highway, cars and trucks coming in to town in well excess of the posted speed limit, jake breaking. They were asking for the Police to patrol better to stop this

“Party in the Park” 6/13/25 6-9PM , and “Read like a Pirate” program at the Library
