Village of Manteno Board of Trustees met May 19.

Al Swinford – Chief of Police

Jakob Knox – Marketing and Communications Director

The meeting was called to order by Mayor Annette LaMore, followed by the Pledge of Allegiance. Prayer given by Reverend Thomas Bennett.

Roll call was made by the Village Clerk.

Motion by Gesky, seconded by Boudreau, to wave the reading of the minutes and approve the regular Board meeting minutes of May 5, 2025, as presented by the clerk. Motion approved : 6-0

Village President’s Report:

Motion to go into executive session, section 2C3 Motion by Barry seconded by Zimbelman Motion was passed by 6-0

Executive session was from 6:12 to 6:36

• A motion to appoint Jim Hanley, superintendent of public works was made by Gesky seconded by Barry. Motion was approved 6-0.

• A motion to appoint Al Swinford, police chief. Motion by Barry, seconded by Crockett.

• Motion was passed 6-0.

• Motion to appoint Paul Motel, Chairman of Planning Commission to fill the vacancy created by Francis Smiths resignation. Motion was made by Gesky seconded by Boudreau.

• Motion was passed by 5-1 Zimbelman voted No.

• A motion to appoint Louis Hupe, commission member to fill the vacancy created by Annette Zimbelman. Motion was made by Crockett seconded by Barry. Motion was passed 5-1 Boudreau abstained.

• A motion to appoint Bob Husum to the Police Commission. Motion by Barry seconded by Vaughn. Motion failed by 4-2 Gesky, Zimbelman, Boudreau and Crockett all voted NO.

• Resolution 25-01 – A Resolution Adopting a Policy Regarding Opening Invocations Before the Regular Meeting

Finance – Trustee Barry

• A motion to authorize the Village Administrator

• to draft a 2019 Request for Proposal to secure three bids for a forensic audit.

• Payment of Bills $144,540.95 (includes TIF#3-$0)

• Bills Authorized and Paid between Board Cycle: $42,725.86
