Here are the minutes provided by the board:

Temporary Chairman in the Village President's absence: Village Attorney Patrick Dunn asked that a Trustee make a motion to appoint Trustee Fischer as the Temporary Chairman to run the meeting in Village President Jeff Keast's absence.

Motion by Trustee Angie Serafini, second by Trustee Craig Toepfer to appoint Trustee Rick Fischer as the Temporary Chairman of the meeting.

Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 25-2494 - An Ordinance Implementing a Municipal Grocery Retailers' Occupation Tax and Municipal Grocery Service Occupation Tax for the Village of Bourbonnais, Illinois (SECOND READING)

>Finance Director Tara Latz explained the details of the Municipal Grocery Tax. The State of Illinois' new law will be removing the statewide Grocery Tax effective January 1, 2026. This had been in place since 1990. This Grocery Tax will replace the State grocery tax that will be removed. The Village would lose approximately $750,000 of budgeted annual revenue. She noted that as of early May, there have been 163 communities throughout Illinois that have implemented this replacement of the grocery tax.

Action, Ordinance: C. ORDINANCE NO. 25-2495 - An Ordinance Implementing a Non-Home Rule Municipal Retailers' Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax for the Village of Bourbonnais, Illinois (SECOND READING)

>Ms. Latz explained the Non-Home Rule Tax. This would impose an additional 1% tax on the purchase of certain goods within the Village. This does not apply to groceries, prescriptions, medical appliances, or titled goods such as cars, boats, or RVs. Research shows 20 other municipalities in a 60-mile radius have a Non-Home Rule sales tax. This is on par with neighboring communities such as Bradley and Kankakee, as our businesses would not be at a disadvantage. In exchange for the sales tax, the Village Board has committed to a residential property tax rebate program. The Village's portion of a homeowner's property tax bill could be rebated back to them through an application process. This will be developed in the coming months.

>Administrator Michael Van Mill explained that this Liquor License accompanies the zoning case for the new gaming cafe.

>Unplug & Play is a new outdoor event at The Grove on Sunday, July 6, from 1:00 PM-4:00 PM. Enjoy an electronics-free afternoon with lawn games and activities for all ages.

>Movie on the Green will be held on Thursday, July 10, at The Grove. Grab dinner from Chick-fil-A and Candy & Cake starting at 6:00 PM. Then enjoy A Minecraft Movie at 7:00 PM.

>The Friendship Festival is hosting a Veterans' Appreciation Luncheon on Saturday, June 28, from 11:00 AM to 1:00 PM at the beer tent.

>Trustee Greenlee announced the annual Torch Run will be on Wednesday, June 18, at 1:00 PM. The Torch Run will start at 9000 N and Rt 45 and continue down to the Olivet Nazarene University ROTC Building, down to Bird Park in support of the Special Olympics.

>Chief Sztuba commented on the great turnout for the Cone with a Cop event held on Friday, June 13.

>Superintendent Terry Memenga commented on the work that is being done to the outside landscaping of the Municipal Building. The retaining walls are being replaced due to age, and the project should be completed by Wednesday, June 18.

>Friendship Festival will begin on Wednesday, June 25, through Sunday, June 29. A schedule of events can be found on www.friendshipfestival.com. Presale carnival ride tickets will be available at your local bank for a discount.

>The Bourbonnais Police Department and surrounding law enforcement will be participating in the annual Flame of Hope for Special Olympics Torch Run on Wednesday, June 18. Approximately 3,000 officers carry the torch 1,500 miles to its final destination in Bloomington, Normal, IL, to kick off the Special Olympic Summer Games.

>The Relay for Life was held at The Grove this past Saturday, June 14. The event was a success, and the organization looks forward to holding the event at The Grove again next year.
