City of Watseka City Council met June 24.

Here are the minutes provided by the council:

The meeting was called to order at 6:30pm by Mayor Marcier present were Alderman Muench, Brault, Petersen, Miller, Pence, Dewitt, Garfield & Alderwoman Rohlfs.

A Motion was made by Miller, seconded by Rohlfs to Approve City Council Regular Meeting Minutes from May 27th, 2025. Motion passed 8-0.

• Ordinance #2748-Authorizing the Conveyance of a 30’ X 304’ Portion of the Real property Commonly Know at 201 North Brianna, In the City of Watseka, Iroquois County, Illinois

A Motion was made by Brault, seconded by Rohlfs to set the Consent Agenda-Motion passed 8-0.

A Motion was made by Garfield, seconded by Miller to accept the Consent Agenda. Motion passed 8-0.

Standing Committee Reports

• Finance, Legal and Audit

A Motion was made by Brault, seconded by Rohlfs Claims in the amount of $533,051.04 Motion passed 8-0.

A Motion was made by Rohlfs, seconded by Miller Accept and place on the file the May Treasurers report. Motion passed 8-0.

Approve Balanced Budget for Fiscal year Budget for 2025-2026-Tabled

A Motion was made by Rohlfs, seconded by Pence Install 2 Community Digital Display Signs. Motion passed 8-0.

A Motion was made by Garfield, seconded by Miller Install an Eagle Eye Camera Monitor from Ruder Technologies for $1486.95. Motion passed 8-0. Mayor Marcier shared he will get a monitor this price does not include the monitor.

A Motion was made by Rohlfs, seconded by Brault Install AV solution for Council Chambers from Ruder Technologies for $4942.00 this is for 2 units. Motion passed 8-0.

Mayor Marcier shared he received 2 more quotes after the agenda was printed, he read them off. A Motion was made by Rohlfs, seconded by Dewitt to accept the bid of $450 from Wright way Electrical Electrical Work for the AV Solution not to exceed $1950.00. Motion passed 7- 1 with Alderman Garfield abstaining.

A Motion was made by Garfield, seconded by Rohlfs Center Street Productions, which cost $21,000 for Videos to Promote the City. Mayor Marcier shared this is not exclusive, this is not a contract anyone can offer to promote the city, and they will consider it. Motion passed 8-0.

A Motion was made by Rohlfs, seconded by Brault to Transfer $363.07 from the 2013 Project fund into the Debt Service Fund 59-10-1000. Motion passed 8-0.

Public Works/Water Wastewater

A Motion was made by Garfield, seconded by Dewitt to accept the quote of the F150 4x4 Super Crew SXT from Watseka Ford $49,146.70. Motion passed 8-0.

A Motion was made by Pence, seconded by Dewitt to Rebuild a Pump for $62,267.00 for the time being Loren will work on other quotes for new pumps. Motion passed 8-0.

A Motion was made by Pence, seconded by Rohlfs Design Engineering Services for S 2nd St. Water Main from Robinson Engineering $62,500.00. Motion passed 8-0.

Public Safety

None

Code Enforcement

A Motion was made by Garfield, seconded by Rohlfs Façade Grant to Watseka Theatre for $5,000. Motion passed 8-0.

A Motion was made by Garfield, seconded by Muench Façade Grant to Heritage FS for $5,000. Motion passed 7-1 with Alderman Dewitt abstaining.

Miscellaneous Business:

A Motion was made by Pence, seconded by Rohlfs Appoint John Bell to the IMH Board 1 Year Term. Motion passed 8-0.

A Motion was made by Rohlfs, seconded by Brault Appoint Rhonda Pence to the IMH Board 3-year Term-Motion passed 7-1 with Alderman Pence abstaining.

A Motion was made by Brault, seconded by Rohlfs Appoint Paula Williamson to the Planning Commission to replace Chris Curry, Alderman Pence shared this was to fill Chris’ seat, they will need to fill his spot later. Motion passed 8-0.

Alderman Brault asked Attorney Cainkar about what the city had to do about annexing land to the city. Attorney Cainkar, the shared owner, must agree, a petition will need to be made and signed and an ordinance will need to be made. He shared that this is very hard to do unless it is your land or you may force them if they are surrounded but it must be contiguous.

A Motion was made by Brault, seconded by Rohlfs to adjourn at 7:02pm. Motion passed 8-0.
