Village of Herscher Board of Trustees met June 16.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, Gayle Landeck, Andy Cotter, and Skip Grigas. Trustee Jacob Wagner was absent. Also present, Police Chief Kurt Quick, Village Clerk Heather Meredith, Sean Culver, Lauren Ruel, and Janet Mau.
Budget and Appropriation Hearing (in at 7:00PM)
Last FY 24-25 The Operating Budget had projected Expenses of $3,771,384
FY 25-26 The Operating Budget has projected Expenses of 2,830,421
FY 24-25 Operating Budget projected income of $2,220,768
FY 25-26 Operating Budget projected income of $3,026,025
Went through the budget page by page to for any updates that need to be made.
Both the budget and appropriations will be on the agenda for Board approval at the July 21st meeting. Then the Appropriation Ordinance will be filed with the County Clerk.
Jeremy Bauer moved to close the hearing; Skip Grigas seconded. All in favor, motion carried.
Andy Cotter moved to approve the Regular minutes of May 19, 2025; Gayle Landeck seconded. All in favor. Motion carried. 5-0-1 Skip Grigas abstained as he was absent from the last meeting.

FINANCE:
Mike Bruner presented the Accounts Payable Report totaling $56,071.85 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Jeremy Bauer seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
Payroll presented totaled $50,751.19. Mike Bruner moved to accept payroll as presented, Jeremy Bauer seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-aye. All in favor; motion carried.
Mike Bruner went over the revenue and expense report for May.
Treasurer Laura Peters handed out the May Treasurers report and reviewed it with the Board.
PARKS:
Andy Cotter informed the Board that the Village was approved for a grant up to $22,500 from ComEd for new LED Ballfield lights at Village Park.
Andy Cotter moved to approve the infield ball lights be removed and installed in the amount of $16,500. Mike Bruner seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

WATER AND SEWER:
Jeremy Bauer presented a quote for water tower cleaning in the amount of $7,900. Andy Cotter, second. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
ORDINANCE:
Gayle Landeck moved to consider the first reading of the Grocery Tax #25-06. Mike Bruner seconded. All in favor motion carried.
Gayle said that Jeff issued 11 permits in the amount of $825 in May.
Gayle added that Vannessa and Heather will be gong to Kankakee City to learn about the adjudication process on June 17.
POLICE:
Skip Grigas moved to approve a donation to Buddy Check in the amount of $100. Gayle Landeck seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
Skip Grigas said he and Chief Quick have worked with budgets and will try not to have much overtime, reduce shifts by cutting 1-2 midnight shifts a week, and shutting off vehicles when not in use.

NEW BUSINESS:
Skip Grigas moved to approve a $500 donation to the Herscher Lions for Corn Bowl.
We got approved for a $500,000 Line of Credit at the bank.
Mike Bruner moved to make he and Jeremy Bauer the signors on it as they are the signers on the other accounts. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
