Meeting called to order at 5:30 PM by Village President Jeff Keast

1. CALL TO ORDER

Members Present: Village President Jeff Keast, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, Trustee Angie Serafini, and Trustee Craig Toepfer. Also in attendance, Attorney Patrick Dunn, and Administrator Michael Van Mill. Absent: Treasurer Ron Riebe.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from June 16, 2025

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve the Regular Board Meeting Minutes from June 16, 2025, as presented.

Final Resolution: Motion Carried

Motion by Trustee Rick Fischer, second by Trustee Randy King to read Proclamation 25-383 in its entirety. Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the July 7, 2025 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list, as presented.

Final Resolution: Motion Carried

Action, Ordinance: B. ORDINANCE NO. 25-2498 - An Ordinance Making Appropriations for Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, Illinois for the Fiscal Year Ending April 30, 2026 (FIRST READING)

>Following the first reading by Clerk Meents, Finance Director Tara Latz gave an overview of said Ordinance. This establishes the legal spending limit for the fiscal year 2026 and includes all funds of the Village, which are the General, Community Campus, Motor Fuel Tax, Sewer, Special Tax Allocation (TIF), Business District, Impact Fees and Debt Service Funds. The General Fund's total appropriation is $22,951,943, and the Special Fund's combined total appropriation is $9,631,034, which makes the total Village-wide appropriation $32,582,976 for FY 2026. By comparison, the total Village-wide appropriation for FY 2025 was $32,849,680, a decrease of $266,704. This Ordinance establishes a legal ceiling of spending that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2025 at the start of the fiscal year. There will be a Public Hearing held on Monday, July 21 at 5:15 PM in the Municipal Board Room.

Action, Ordinance: C. ORDINANCE NO. 25-2500 - An Ordinance Approving and Ratifying a Request for Change Order 14 to The Grove Project (FIRST READING)

>Following the first reading by Clerk Meents, Mrs. Latz gave an overview of the change order. The changes include: the additional 2" of concrete that was needed to add the water fixtures to the splash pad, a credit due a cheaper product being used to dye the concrete, and 2 additional shade structures that were installed at the splash pad. There is an additional cost of $40,461.

Action, Resolution, Information: B. RESOLUTION NO. 25-1607 A Resolution Approving Registration, Travel, Meal and Lodging Expenses for the 2025 Illinois Municipal League Conference

>Following the first reading by Clerk Meents, Administrator Michael Van Mill explained this is the annual IML conference in Chicago. Typically the Board and some Staff attend each year.

>Trustee Serafini announced our next Lunchtime Bites and Beats on Festival Street will be on Wednesday, July 9, from 11:00 AM -1:00 PM. Enjoy live music from Molly Adamson and lunch from Bennett-Curtis House and Drew's Dogs.

>Movie on the Green will be held on Thursday, July 10, at The Grove. Grab dinner from Chick-fil-A, Freaky Fries, Serna's Grill, and Candy & Cake starting at 6:00 PM. Then enjoy A Minecraft Movie at 7:00 PM.

>Fridays @ 5 return Friday, July 11, from 5-8 PM. Enjoy live music from 'HAIR', beverages, and 7 delicious food trucks at 700 Main St NW.

>Unplug & Play is a new outdoor event at The Grove on Sunday, July 13, from 1:00 PM-4:00 PM. Enjoy an electronics-free afternoon with lawn games and activities for all ages.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Craig Toepfer, Chair

Action, Ordinance: A. ORDINANCE NO. 25-2499 - An Ordinance Approving an Agreement with Economic Development Resources, LLC for Technical Services and Assistance Regarding Career Center Road Corridor Properties Eligible for Tax Increment Financing Area and Business District (FIRST READING)

>Mr. Van Mill explained this is a contract with EDR and Gene Norber for a feasibility study of the Career Center Road Corridor for economic development.

Motion by Trustee Craig Toepfer, second by Trustee Rick Fischer to suspend the rules and have a second reading on Ordinance 25-2499.

Motion Carried

Information: A. Police Committee

>Chief Sztuba gave an update on another successful Friendship Festival. The Village received a replacement radar trailer that will be placed throughout the neighborhoods.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

>Trustee King gave an update on Hayes Park Pickleball courts. Lighting will be installed before July 11, the water fountain will be installed by July 25, and landscape will be installed by July 18. The company hired to surface the courts has withdrawn. The Village is reviewing options with a new company.

>Cobblestone Park's cobblestone surface and equipment installation is complete.

>The Municipal Center's flagpole relocation is complete and landscaping has been updated.

>Safety Town renovations are complete and the space is rentable.

>Oak Street Demolition is nearly completed

>The sidewalk replacement program has begun. The team is working in Bell Aire this month, and is expected to move to Old Oak in August.

>A resident commented on the fireworks being lit at 1-2 AM after the Fourth of July.

>A resident commended the Village Board members and staff on a job well done. She also suggested starting a Natural Disaster program for the area..
