Village of Grant Park Board of Trustees met July 21.

Here are the minutes provided by the board:

6:30PM Meeting called to Order / Pledge

Roll Call was taken, all members present

*Motion to approve minutes from previous 7/07/25 meeting

         Motion: Wiedl       2nd: Martz        Motion Carried 5-0-1 Whorrall abstained

Public Comments: Melissa Passini addressed the Board, concerning the “Mega Sale” that has been ongoing for years. She recited that the Village has an Ordinance allowing 3 sales per year. Also there has been shoppers driving on her property, and creating an unsafe condition for her family. She asks that the Board takes action to make this compliant.

Barbara Groeger addressed the Board concerning property adjacent to hers that has what is displayed as pollinating plants, claiming they are not, and asked that they be mowed. Pres. Detloff stated this is private property, and not Village owned, but will look into the area.

*Motion to approve Bills for Payment: <7/21/25 General Fund $23,173.30, M.F.T. $$1,800.00, T.I.F. $141,212.51 Payroll <7/05/25 $25,606.44, Stipend $3,551.35

Departmental Reports:

Clerk Dillman: no report

Ordinance & Insurance, Wiedl:

*Motion to approve second reading Ordinance O-7-25-1 Intergovernmental agreement with the Village of Beecher

         Motion: Wiedl       2nd: Whorrall       Motion Carried 6-0-0

 Streets & Alleys, Whorrall: reported 4R Tree Service has removed 4 parkway trees, a section of 9000N. Rd will be tar & chipped Thursday east of Rt. 1. Village Maintenance works 7-3:30PM

Finance, Morgan: Mentioned to the Board if we want to continue the 1% grocery sales tax in the Village, due to expire 1/01/26. Asked the Board to think on the issue. Appraisal came back on the Pepin property at $150,000.

*Motion to list the Pepin property at a sale minimum of $150,000

        Motion: Morgan        2nd: Wiedl       Motion Carried 6-0-0

*Motion to hire Realtor Cara Lipinski to sell the Pepin property

        Motion: Morgan         2nd: Wiedl       Motion Carried 6-0-0

Community Outreach, Brower: Dixieland Band that will preform in the parade, and photo op Spider-man and Paw Patrol characters.

*Motion to approve $270 for postage, and $475 for additional Grand Prizes and raffle tickets

          Motion: Brower        2nd: Morgan        Motion Carried 6-0-0

Building & Grounds, Quinn:

*Motion to approve the painting of a Mural on the West wall of Village Hall. The project will be funded by the GP Foundation

         Motion: Quinn        2nd: Wiedl         Motion Carried 6-0-0

*Motion to send the revised rental use agreement to the Attorney for final approval

         Motion: Quinn        2nd: Whorrall       Motion Carried 6-0-0

Law Enforcement, Martz: no report

Chief Frey: repaving of Rt1 from 8000N to County Line for next 2 weeks

Pres. Detloff: spoke of a $200 sign stolen in the downtown area. Pres. Detloff and the Historical Society have both pledged $250 to the mural project and asked for more residents to donate to the project. Also spoke of parking compliance for vehicles temporarily parked, as in liability insurance. Spoke of a billing issue with a vendor, concerning speaking to the Vendor when a project will be completed, that is a year behind completion, and getting billed for it. The Board also feels that this should not be and will be looked in to.
