Meeting called to order at 5:30 PM by Village President Jeff Keast

1. CALL TO ORDER

2. APPROVAL OF MINUTES

Action, Minutes: A. Public Hearing Meeting Minutes from July 21, 2025

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Public Hearing Meeting Minutes from July 21, 2025, as presented.

Action, Proclamation: A. PROCLAMATION NO. 25-386 In Memory of Ronald "Ron" Riebe for 38 Years of Service as the Treasurer for the Village of Bourbonnais to read Proclamation 25-386 in its entirety

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini.

Motion Carried

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 25-2505 An Ordinance Concerning Solicitors Amending Chapter 24, Section 24-20, of the Municipal Code of the Village of Bourbonnais, Illinois (FIRST READING)

>Attorney Dunn clarified this amendment is making a change in soliciting hours from 11 AM to 8 PM or sundown, whichever occurs first.

Motion by Trustee Angie Serafini, second by Trustee Craig Toepfer to suspend the rules and have a second reading on Ordinance No. 25-2505 tonight.

Motion Carried

Action, Ordinance: B. ORDINANCE NO. 25-2506 An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Adding Two Class F Licenses (FIRST READING)

>Attorney Dunn clarified this is creating 2 more class F liquor licenses, used for gaming cafes.

>Trustee Serafini announced Food Truck Fest is less than 2 weeks away from our 5th annual Bourbonnais Food Truck Fest on Saturday, August 16th from 12:00-10:00 PM at The Grove. Enjoy 20+ Food Trucks, and the 150th Concert to celebrate our Sesquicentennial (150th) year of Bourbonnais.

>National Night Out is tomorrow, Tuesday, August 5th at Perry Farm Park. National Night Out is an annual campaign to promote police-community partnerships. This event is free admission and begins at 4 PM and ends at dusk with fireworks. All food, beverages, and giveaways will be available on a first come, first serve basis.

>Enjoy Lunchtime Bites & Beats on Festival Street now through September. From 11:00 AM-1:00 PM, enjoy lunch featuring Tacos El Guadalajara and Drew's Dogs with a performance from Shelby Ryan.

>Chillin' at The Grove is brought to you by the Community Arts Council of Kankakee County and Village of Bourbonnais. This Thursday, August 7 from 5:00 PM to 8:00 PM, enjoy kids activities, play at the Splash Pad & Playground, food and ice cream vendors for purchase, and more!

>Join local yoga studio, Limber Mind & Body Wellness, for Yoga on the Green from 6:00 -7:00 PM every Wednesday evening in August at The Grove! All levels are welcome for a "Mid-Week Reset" with different types of yoga and body wellness activities to get you feeling ready and reset to finish your week out strong.

>Movie on the Green will be held on Thursday, August 14 at The Grove. Bennett-Curtis House, Chick-fil-A, Drew's Dogs, and Cakes & Goodies will be available for purchase starting at 6:00 PM. Our featured film, Dog Man, will begin at 7:00 PM.

>Fridays @ 5 concert series continues on Friday, August 8 from 5:00-8:00 PM. Enjoy live music from Mr. Blotto', beverages, and 7 delicious food trucks outdoors at 700 Main St. NW.

>Unplug & Play continues Sunday, August 10 from 1:00-4:00 PM. Enjoy a fun, electronics-free afternoon outdoors with lawn games and activities for all ages.

>Trustee Serafini thanked Ben from Strong Town, who organized a park clean up for Riverfront Park.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Craig Toepfer, Chair

Action, Ordinance: A. ORDINANCE NO. 25-2503 An Ordinance Granting A Special Use Permit at 573 William Latham Dr in a B-1 Central Commercial Business District for the Allowance of Other Gambling Industries (NAIC Code 713290) to GEM Management, LLC (FIRST READING)

>Mr. Van Mill stated this is for a gaming cafe where the Smart Wash strip is located. The Smoke Vape Shop will be converted with 6 gaming lanes. The Planning Commission voted 4-1 to recommend approval for the Special Use permit.

Action, Ordinance: B. ORDINANCE NO. 25-2504 An Ordinance Granting A Special Use Permit at 910 N Convent Street in a B-1 Central Commercial Business District for the Allowance of Other Gambling Industries (NAIC Code 713290) to Wash N Winnie's of Manteno / DBA Winnie's Bourbonnais 2 (FIRST READING)

>Mr. Van Mill stated this is for a gaming cafe located adjacent to Koi Bistro. Renovations will take place and 6 gaming lanes will be added. The Planning Commission voted 4-1 to recommend approval for the Special Use permit.

Action, Ordinance: C. ORDINANCE NO. 25-2507 An Ordinance Approving a General Development and Phasing Plan along with a Preliminary Plat for Pony Farm Subdivision (FIRST READING)

>Mr. Van Mill stated this is a 120 lot proposed subdivision that fronts 3100 N Township Rd outside of Village limits. The entrance of Pony Farm will be directly across from the Turnberry subdivision. With the approval, we would approve the layout of the 120 lots, and Phase 1 for the first 24 lots. There will be an annexation agreement with the current owner. Prior to annexation, it will be serviced by the Sheriff's Department and the Township Road Commissioner. The Village, however, will be issuing the building permits for the new homes following our regulations.

Motion by Trustee Craig Toepfer, second by Trustee Angie Serafini to suspend the rules and have a second reading on Ordinance No. 25-2507 tonight.

>Trustee King questioned if there will be an emergency exit on lot 41. Mr. Van Mill clarified that the developers are making that adjustment to their Phase 1 plan.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Action, Resolution, Information: A. RESOLUTION NO. 25-1610 Resolution Approving Travel, Meal, and Lodging Expenses for Sergeant Ignacio Czako to Attend Advanced Hostage Rescue Training

Motion by Trustee Bruce Greenlee, second by Trustee Angie Serafini to read Resolution 25-1610 by title only.

>Trustee Greenlee stated the Bourbonnais Police Department will have a booth at the National Night Out.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

>Public Works Superintendent Terry Memenga gave an update on current Public Work projects. The sidewalk rehabilitation is still underway with concrete ready to be poured around Belle Aire. The pickleball court options are being reviewed with a contractor to finish the job. The fountain is currently out of commission due to a piece of debris. The irrigation system is up and running in front of the Municipal Building.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair-None

>Trustee Littrell stated he will be the new chairman for Administration, and Angie Serafini will be the new chairman of the Communication and Engagement Committee going forward.

>Trustee Littrell asked Chief of Police David Morefield, how the new position has been going. Chief Morefield reported all is going well.

18. PUBLIC COMMENTS

Procedural: A. Public Comments

>A resident from Meadows Walk Drive asked the Board to reconsider the hours for the solicitors. Mayor Keast discussed "No Soliciting" signs being available for residents in the future. Commander Sztuba explained the tentative program of registering your home for no soliciting with signs, and then being on a no soliciting list. The importance of the hours were discussed, as we are matching surrounding agencies. The worry is having hours cut early, will promote solicitors not registering with the Village, and not following the soliciting procedures.
