Mayor Marcier stated the Iroquois Economic Development Association is asking for a $2500 donation. Alderman Garfield asked why Ms. Crawford was not at the meeting asking for the donation. He would like to know what the funds are used for. After some discussion it was decided the committee would like a quarterly update from Ms. Crawford. Mayor Marcier will get in touch with her. Alderman Pence makes a motion to recommend to the council to donate $2500 to the Iroquois Economic Development Association and Alderman Miller seconded. Roll call carried 9-0.

Mayor Marcier stated the Electronic Recycle Event will be held on September 6th from 9 till noon at the Riverside parking lot. He stated its best for vehicles to enter off Laird Lane rather than E Walnut St. It was suggested that the city get a sign from IPC, so everyone knows about the event. Mayor Marcier also asked for any volunteers.

Mike Lynch spoke next about the employee health insurance that is due for renewal. Mr. Lynch had quotes from UHC the current provider and BCBS and Aetna. He reached out to Nationwide, and they declined, Trust Mark-they don’t provide insurance to municipalities, and Cigna and they were not competitive at all. The current UHC went up 8% and Mr. Lynch was able to negotiate it down to 4% which is a $10,538.16 yearly increase. There was a lengthy discussion about HSA accounts, Mr. Lynch suggested the city pick a plan now, and he will work on getting numbers for a HSA and that is something that could possibly be done after the first of the year. He did say that not everyone would have to go to the HSA plan. Alderman Dewitt makes a motion to recommend to the council to accept the 4% increase from UHC and Alderman Brault seconded. Roll call carried 9-0.

Mayor Marcier stated one transfer needs to be made: Alderman Brault makes a motion to recommend to the Council to transfer $250,000 from the general fund 1-10-8000 into the street and alley fund 6-10-9000 and Alderman Miller seconded. Roll call carried 9- 0.
