Call to Order

Roll Call

The meeting was called to order by the Committee Chairman, Mr. Dunnill, at 9:00 a.m.

Members Present

Mr. Dunnill, Ms. Parker, Mr. Hunter (Zoom), Ms. Webber, Mr. Lowey, Ms. Polk (Zoom), Mr. Sirois, Mr. Marion, Mr. Hess

Mr. Lowey made a motion to allow Mr. Hunter and Ms. Polk to attend the meeting via Zoom and Mr. Marion seconded it. Motion carried with a voice vote.

Approval of Minutes – June 18, 2025

Mr. Lowey made a motion to approve the minutes and Ms. Parker seconded it. Motion carried with a voice vote.

Auditor – Colton Ekhoff

• Monthly Claims – July 2025

Mr. Lowey made a motion to approve the claims and Mr. Marion seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting aye were Mr. Dunnill, Ms. Parker, Mr. Hunter (Zoom), Ms. Webber, Mr. Lowey, Ms. Polk (Zoom), Mr. Sirois, Mr. Marion, Mr. Hess.

Mr. Ekhoff reviewed the monthly claims with the committee.

Treasurer’s Office – Nick Africano

• County Treasurer’s Report – July 2025

• County Collector’s Report – July 2025

• Monthly Resolutions for August 2025

Mr. Marion made a motion to combine and approve the reports and Mr. Hess seconded it. Motion carried with a voice vote. There were no monthly resolutions.

Mr. Africano reviewed his reports with the committee. The second installment of property taxes are due September 4th.

Mr. Africano stated that they are working on an AI chat bot for his website. His office will also have a new payment system in November that will be updated and much easier to navigate.

Finance Department – Steve McCarty

• Miscellaneous Financial Reports & Discussion

Mr. McCarty reviewed the reports with the Committee.

• Cash Flow Update

Mr. McCarty provided the committee with an update.

Mr. McCarty gave a brief overview on what his office has been working on.

Mr. Lowey made a motion to combine and approve the reports and Mr. Hunter seconded it. Motion carried with a voice vote.

New Business

• Resolution Authorizing the County Board Chairman to Sign an Agreement with Cole Jarvis for Architectural Services for the Remodel of the Kankakee County Courthouse

Mr. Cavender stated that they are seeking to retain Cole Jarvis as the architect for the courthouse remodel project with a cost not to exceed $250,000 which was built into the grant budget document.

Mr. Lowey made a motion to approve the resolution to not exceed $250,000 and Mr. Marion seconded it. Motion carried with a roll call vote of 9 ayes and 0 nays. Voting aye were Mr. Dunnill, Ms. Parker, Mr. Hunter (Zoom), Ms. Webber, Mr. Lowey, Ms. Polk (Zoom), Mr. Sirois, Mr. Marion, Mr. Hess
