Village of Bourbonnais Finance Committee met Aug. 27.

Meeting called to order at 4:00 PM by Trustee Rick Fischer

1. Meeting Opening

Procedural: A. Roll Call - Trustee Rick Fischer

Members present: Mayor Jeff Keast, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, Trustee Angie Serafini (arrived at 4:02pm), Trustee Craig Toepfer (arrived at 4:01pm). Also in Attendance: Administrator Michael Van Mill, Attorney Patrick Dunn, Clerk Chad Meents, Chief of Police David Morefield, Deputy Chief of Police Jason Sztuba, Public Works Superintendent Terry Memenga, Finance Director Tara Latz, Assistant Finance Director Holly St. Germaine, and Executive Administrative Assistant Jessica Spry.

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from August 13, 2025

Motion by Trustee Jack Littrell, second by Trustee Bruce Greenlee to approve the Finance Committee minutes from August 13, 2025 as presented.

Final Resolution: Motion Carried

Aye: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, and Trustee Jack Littrell.

3. Bill Lists

Accounts Payable: A. General Fund

> Questions were answered by Finance Director Tara Latz, Public Works Superintendent Terry Memenga, and Chief of Police David Morefield.

> The General Fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Tuesday, September 2, 2025.

Accounts Payable: B. Special Fund

> The Special Fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Tuesday, September 2, 2025.

4. Other Business

Discussion: A. Kankakee County NAACP Freedom Fund Banquet Request

> The Board agrees to purchase 2 tickets to the banquet for Mayor and a guest.

Discussion: B. Kankakee County Drug Free Inc. Annual Fall Dinner Request

> The Board agrees to purchase 2 tickets to the dinner for Mayor and a guest.

5. Old Business

> Trustee Toepfer asked for an update on the pickleball courts. Public Works Superintendent Memenga responded that they had a few pickleball experts from various companies come and visit the site. After some discussions, it was suggested that the courts be rearranged from the previous plan of 4 courts down to 3 courts. This allows more space and fencing in between the 3 courts. The change doesn't affect the size of the concrete pad, and R&R has started the pouring for posts today. Asphalt should be coming in the next few days or week. The project should be completed by fall.
