City of Momence City Council met Oct. 6.

Here are the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 North Dixie Highway, Momence.

ROLL CALL

Roll was called by the Clerk with Aldermen Vela, Hart, Doody, Cook and Lesyna Temple present. Absent was Tanya Fordahl

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Mark Lesyna made motion to approve the minutes. Alderman Tom Temple seconded the motion with Aldermen Hart, Temple and Lesyna voting yes. Alderman David Cook, and Alderman Josh Anderson. David 1st melissa 2ed with correction of Anderson.

APPROVAL OF THE BILLS

Alderman Doody made motion to approve the bills for payment. Alderman Cook the motion with Aldermen Doody, Vela, Temple, Fordahl, and Lesyna, Anderson and Hart voting yes.

Aldermanic Report

Mark Lesyna made motion to pass ordinance 897 to vacate alley on partial numbers PIN # 05-11- 19-112-001 and PIN# 05-11-19-112-003 Tanya 2nd Doody Vela Anderson Hart Cook Temple all approved.

Melissa Doody - Called a Budget and Finance Committee meeting for October 20th at 7:15pm

Department Heads-

Chief Siemsen-MPD continues to actively search for code violations throughout the city. Regarding the suspected arson at the bowling alley. A suspect has been identified, some evidence collected, and this matter continues to be jointly investigated by the MPD, ATF and the Fire Marshal.

MPD is assisting ISP in another sensitive investigation related to sexual offenses.

Our new Officer Connor "CJ❞ DeButch is doing extremely well in training.

Carmen Arroyo is doing well in the part-time police academy.

We received the final payout from the insurance for the totaled Ford Explorer in the amount of $25,000. We will receive another check in the amount of $6,175.00 for this vehicle. Therefore, I am seeking to utilize these funds to purchase/replace this vehicle with a used Dodge Durango from Route 1 Chevrolet in the amount of $20,000. The remainder of these funds will be utilized to equip an existing Ford Explorer. We will also utilize some salvaged equipment to complete this project.

I am requesting to sign the title from the totaled Dodge Charger over to the Squad Shop in lieu of payment for various past and future work on MPD squad cars.

MPD will host a costume contest during the Bordertown Hauntings on 10/25.

No legal updates

Eric Vela- Chipper is down and should be back in a week.

Treasurer report -

MAYORAL REPORT -

Mayor advised council that we had a bid opening on October 2nd at 1pm and we received 5 bids with the lowest bid from John Burns Construction from Westmont Illinois at 24,084,000 after engineering firm reviewed the bid they determined that the bid was correct and in order and recommended that we approve the bid from John Burns as he was the lowest bidder and worked with us the past. Motion was made by Josh Anderson to approve with Dooody 2nd and all Aldermen approved.

IEPA requested a designated signer on loan council approved Mayor to be the signer but requested to check in to a back up signer.

Mayor discussed possibly changing ordinance relating to water billing to put only in property owners names not allowing tenants to save on postage and creating double billing and also giving us ability to preform shut offs on multi unit billings that have one water line. There was a discussion on it with few suggestions but, no definite course of action was decided more to be decided in future.

Alderman Cook, made motion to adjourn. Alderman Doody seconded the motion along with Aldermen Hart and Lesyna, Temple, Anderson and Vela voting yes. Meeting adjourned at 8:10pm.
