Village of Manteno Board of Trustees met Oct. 6.

Here are the minutes provided by the board:

The meeting was called to order by the Village Clerk Kerri Rolniak, followed by the Pledge of Allegiance. A prayer/invocation was said by Kevin Werner. Roll Call was made by the Village Clerk. A motion was made by Vaughn seconded by Boudreau for Trustee Barry to be to be Mayor Pro-Tem. Motion passed 6-0.

Gesky mentioned that Kankakee River Valley Special Recreation Association was to be removed from the Agenda and was to be put on the Committee Meeting. Motion by Gesky and seconded by Vaughn to approve regular board meeting minutes from September 2,2025 as presented by the Village Clerk. Motion Approved 5- 0 with Boudreau abstaining. Motion to to approve the Executive Session Minutes from September 2,2025. Motioned by Gesky seconded by Crockett. Motion was approved 6-0. Motion to approve regular minutes from September 15,2025. Motioned by Boudreau seconded by Vaughn. Motion was passed 6-0.

• Ordinance 25-22: An Ordinance Amending Title 3, Business Regulations, Chapter 7, Itinerant Merchants, of the Village of Manteno Municipal Code

• Payment of Bills: $409,335.59 (includes TIF #3-$207.66)

• Ordinance 25-21: An Ordinance Authorizing the Sale of Surplus Property Next meeting is Monday October 20, 2025 5:00 pm in the Village Board Room

Public Works and Utilities – Trustee Crockett

• Consideration Re: A Motion to authorize the purchase a 2025 Ford Ranger from Taylor Ford, Manteno, IL for a cost of $37,528

• Consideration Re: A Motion to authorize the Public Works Director to draft a request for proposal to secure bids for the design and installation of Landscaping for Village Hall; Police Department; Heritage Park Concession Area; and some downtown Streetscapes

• Consideration Re: A Motion to award the bid for the 2025 Storm Sewer Improvement Project to Allied Water Solutions, Manteno, IL for a cost of $368,867.50

Gesky wanted Consideration Re: A Motion to Award the Bid for the 2025 Storm Sewer Improvement project to Allied Water Solutions to be Tabled to check out the difference in the prices of the Bids.

Barry wanted B) -5 and B)-6 off the Consent Agenda to be Voted on separately.

A Motion to Vote on the Consent Agenda was made by Gesky and seconded by Zimbelman. Motion was passed 6-0.

A Motion to pass the Consent Agenda was made by Boudreau and seconded by Vaugn. Motion Passed 6-0.

A Motion to pass on B) 5 was made by Boudreau and seconded by Gesky. Motioned passed 4-2. Barry and Vaughn Voted No.

A Motion to approve B) 6 was made by Barry and seconded by Gesky. Motion passed 6-0. A Motion to approve C) 1 was made by Barry and seconded by Vaughn. Motion passed 5-0. Gesky abstained from Voting.

Meeting was adjourned at 7:12. All in favor.
