Kankakee County Highways & Waterways & Buildings Committee met Oct. 16.

Here are the minutes provided by the committee:

The meeting of the Kankakee County Highways, Waterways, & Buildings Committee was held on October 16, 2025 and was called to order by Committee Chairman, Mr. Carrico, at 9:00 am. The following members were present:

Mr. Carrico, Mr. Fetherling, Mr. Kerkstra, Mr. Crutcher, Ms. Denise Turner, Dr. Nims, Ms. Amber Turner, Mr. Dunnill, Ms. Parker, Mr. Koerner, Mr. Marion, Mr. Miller, Ms. Rittmanic-Emme, Mr. Alexander-Hildebrand, Mr. Long

Quorum was present.

Members Absent – Mr. Smith, Mr. Hess

Minutes of the Last Meeting

• Highways, Waterways, & Buildings – September 11, 2025

Ms. Parker made a motion to approve the minutes and Mr. Crutcher seconded it. Motion carried with a voice vote.

• Bidding and Lettings

There were none.

• County Engineer Pay Estimates

There were no comments or questions on the pay estimates.

Mr. Fetherling made a motion to combine, waive the reading, and approve the pay estimates and Mr. Miller seconded it. Motion carried with a roll call vote of 13 ayes and 0 nays. Voting aye were Mr. Carrico, Mr. Fetherling, Mr. Kerkstra, Mr. Crutcher, Ms. Denise Turner, Dr. Nims, Ms. Amber Turner, Mr. Dunnill, Ms. Parker, Mr. Koerner, Mr. Marion, Mr. Miller, Ms. Rittmanic-Emme

Resolutions

There were no resolutions.

Other Business

• Additional IDOT Funding

▪ CH 14 Bridge Over Trim Creek - $320,000

▪ CH 13 Bridge Over Pike Creek - $250,000

▪ CH 23 (Guertin Street) Reconstruction in St. Anne - $3,000,000

Mr. Heiden stated that with a grant IDOT is paying the County’s matching 20% so these projects will not cost the County anything as long as we stay under the grant amount. He stated that he also found out last Friday that we were awarded a grant for Highway 8/St. George Road for $2,220,930 and a grant for County Highway 53 for $2,205,270. He expects these to be fully funded without any matching funds from the County.

Mr. Alexander-Hildebrand stated that he would like to thank the Secretary of Transportation, Gia Biagi, for meeting with them. She has been fantastic ever since she started and she is very energized to get these road projects done. He thanked Mr. Heiden for all of his hard work in getting this done.

Waterways

• Aroma Park Sediment Management Project Update

There was no update.

• Kankakee County Waterways Advisory Subcommittee Update

Mr. Carrico stated that they had a subcommittee meeting on October 2nd. He highlighted the three topics that was discussed: Education, Restoration, and Safety. The next meeting is will be held on December 4, 2025 at 8:30 a.m.

Mr. Long stated that most of the sand that was taken out of the dredging project has already been recycled and used with asphalt on roads.

Buildings – Ted Workman

• Facility Dude Report

They completed 222 work orders throughout the buildings last month with 24 still in progress.

• Financial Report

Mr. Workman reviewed the report with the committee. He is below budget compared to where they were last year at this time.

• Building Report

Mr. Workman reviewed the various projects throughout the county buildings that they have completed or are working on. Discussion was held.

Mr. Marion made a motion to combine & approve the reports and Ms. Denise Turner seconded it. Motion carried with a voice vote.

Mr. Carrico invited the board members to attend the monthly meeting tonight at the Health Department.

Adjournment

Mr. Kerkstra made a motion to adjourn the meeting at 9:25 a.m. and Ms. Denise Turner seconded it. Motion carried with a voice vote.
