6:30PM Meeting called to Order/ Pledge

Roll Call was taken, all members present, except Ms. Wiedl

*Motion to approve minutes from previous 3/21/22 meeting

       Motion: Bruni       2nd: Morgan     Motion Carried 4-0-1 Veldhuizen abstaining

Public Comments: Andrea, representing Flannagan’s Pub, presented plans for their 1st Annual Street Fair to be held Saturday, 4/30/22 11-3PM. Plans included inviting all area businesses to participate in the event, and asked for the 100 block to be blocked off for the event. Permission was granted.

*Motion to approve Bills for Payment: <4/01/22 General Fund $14,161.08, T.I.F. $775.00, Sewer Sale Account $35,000.00, <3/19/22 Payroll $20,667.15, Payroll $223.08, <3/18/22 Stipend $850.00

     Motion: Morgan      2nd: Coats      Motion Carried 5-0-0

Departmental Reports:

Clerk Dillman: reminder to fill out the Economic Statement

Streets & Alleys, Coats: Outlined upcoming projects planned, sealcoating Village Hall parking lot, and the Community Center parking. Joe Brosseau submitted a bid of $14,700 to tar & chip 9000N RD. Looked in to replacing park backboards, at a cost of $815 + shipping, Ben asked about renting the Community Center for a blood drive in the future, Spoke of a bad tree at 307 S Maple St, resident does not want it taken down, Several students have applied for the summer help jobs with the Village, New skid steer has been delivered.

Finance, Morgan: 21-22 budgets doing fine, possible surplus

Sewer & Garbage, Veldhuizen: Held a committee meeting, no recommendations

Building & Grounds, Bruni: Flannagan’s Pub has asked for permission to concrete a section on the North side of the building for entrance, where grass and mud currently is in place….Approved

Ordinance & Insurance, Raloff:

*Motion to approve 2nd reading Ordinance O-3-22-1 raising the gaming license fee to $50 per machine

       Motion: Raloff       2nd: Bruni      Motion Carried 4-1-0   Veldhuizen, no

First reading held on Ordinance O-4-22-1 to add no parking in selected areas after 2” snowfall

*Motion to waive first reading Ordinance O-4-22-2, sale of personal property, skid steer

       Motion: Bruni      2nd: Morgan     Motion Carried 5-0-0

*Motion to approve Ordinance O-4-22-2, sale of personal property, skid steer

       Motion: Raloff      2nd: Coats     Motion Carried 5-0-0

A representative from Aflac will be at Village Hall 5/5/22 for employees, and staff

Law Enforcement, Wiedl: absent

Chief Frey: looking in to a fuel tank for Village vehicles to save tax fees

Pres. Hawkins: reminder Easter event at Community Center 4/10/22 12-2PM

*Motion to accept bud from R&R Inc. for 2 Village Gateway signs at a cost of $66,666.00, of which Love’s Truck Stop will donate $20,000 of the cost, final cost $46,666
