Momence is taking steps to secure a permit from the Illinois Department of Transportation that would allow the city's contractors to bore a channel beneath IL-17 to accommodate a 12-inch water main.
The terms of the permit request were formalized by a resolution put before the Momence City Council.
The resolution announces the permit request, ensures the state is not liable for damages created during the construction and obligates the city to ensure that all construction is done to code by contractors who are not city employees.
