The Village of Manteno held a special meeting of the Committee of the Whole Nov. 18 to discuss ideas for developing approximately 2.6 acres of Second Street between Main and Walnut streets.
The board described the upsides of the area as being in the TIF district, which offers tax breaks to businesses or developers who establish projects there. It also highlighted its existing utility connections and proximity to Main Street. The downsides include the fact that Second Street is near an apartment building and alleys as well as lots in the area that aren't contiguous, which could make development more challenging from zoning and other perspectives.
The committee also discussed its thoughts with Rich Hitchcock and Mark Underwood of the Hitchcock Design Group who suggested a turnaround at the end of Second Street, a park that blocked off the end of Second Street or residential development.
Village officials described the conversation as "very preliminary" and no further action was taken at the meeting.
