Kankakee County discusses reports at board meeting

The meeting of the Kankakee County Board, Kankakee, Illinois, held on July 12, 2016, pursuant to the adjourned meeting of June 14, 2016 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Bossert. Mr. Payton, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Mr. Tripp, Mr. Washington, Jr., Mr. LaGesse, Mr. Stauffenberg, Mr. James, Mr. Vickery, Mr. Olthoff, Mr. Hess, Mr. Enz, Mrs. Polk, Mr. McConnell, Mr. Mulcahy, Mr. Skutt, Mr. Snipes, Mr. Byrne, Mr. Hildebrand, Mr. Wheeler, Mrs. Webber, Mr. Einfeldt, Mrs. Peters, Mrs. Evans, Mr. Payton, Mr. Johnson, Mr. Bossert

Members Absent – Mr. Tholen, Mr. Sirois, Mr. Liehr, Mr. Reid

Public Commentary –

Ms. Lisa Riegel, spokesperson for the “Block GLB” railroad group thanked the board for the draft of the letter opposing the Great Lakes Basin Transportation Company. She asked the board to vote to accept the letter and oppose the GLB project. She added that 10 other counties are opposing the railroad.

Mr. James Wasser recognized Mr. McConnell for attending the 50th Commemorative Ceremony for the Vietnam War in which all money was donated by private services for the celebration. Mr. Wasser wanted to know how the $766,500 generated from the Wind Farm was utilized. Mr. Bossert stated he would talk to him after the meeting in which it was a one-time payment received. Mr. Wasser voiced his opinion regarding a board member and wanted to know if there was anything in the by-laws that they can censure their own members.

Minutes of the Last Meeting

The minutes of the June 14, 2016 county board meeting were submitted to the county board for approval. The reading of the minutes was waived. Mr. Olthoff made a motion to accept the minutes from the June 14, 2016 county board meeting, with a second by Mr. Washington, Jr. Motion carried by a voice vote.

Claims Committee Report

A motion to approve the claims reports from May 2016 was made by Mr. Enz and seconded by Mr. Washington, Jr. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Einfeldt and seconded by Mr. Stauffenberg. Motion carried by a voice vote.

Committee Presentations and Resolutions

Consent Agenda

Mr. Mulcahy made a motion to adopt the consent agenda and remove the resolutions ZBA Case #16-03; Rezoning from R1-Single Family Residential District to C2-General Commercial District (84) and ZBA Case #16-04; Variance to Section 121-286.C.1 (Number of Driveways for Every 330’ Interval) (85). Mr. James seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

a) Award of Bids for Public Highway Improvements (82)

b) Appointment of Michael R. Donahue to the Kankakee County Historic Preservation Commission (83)

Mr. Vickery made a motion to waive the reading and adopt the resolution regarding ZBA Case #16-03; Rezoning from R1- Single Family Residential District to C2-General Commercial District (84). Mr. James seconded the motion. Mr. Skimmerhorn gave a brief explanation of the property located at the Kankakee River and Route 17 in Aroma Township. Motion carried by voice vote.

Mr. Olthoff made a motion to waive the reading and adopt resolution ZBA Case #16-04; Variance to Section 121-286.C.1 (Number of Driveways for Every 330’ Interval) (85). Mr. James seconded the motion. Mr. Skimmerhorn gave a brief explanation of the resolution regarding property variance for a second driveway which was denied. He stated the county ordinance allows for one driveway for every 330 feet of road frontage increment. Discussions were held. Mr. Boyd explained that a yes vote would deny the driveway and a no vote would allow the driveway. A roll call vote was taken with the motion passing 14 ayes to 8 nays. Motion carried.

Executive Committee

Mr. Bossert spoke regarding the draft letter and attachment in opposition to the Great Lakes Basin Transportation railroad project addressed to the Office of Environmental Analysis Surface Transportation Board before the board members. Mr. Skimmerhorn and Mr. Olson put together and presented and explained the attachment in which gave alternative routes using existing rail lines. Mr. Boyd encouraged the board to support the letter. Mr. Hess made a motion regarding the Authorization for the county board chairman to execute and submit a letter to the Surface Transportation Board in opposition to the GLBT Railroad Proposal. Mr. Vickery seconded the motion. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

OTHER BUSINESS

Mr. Hess made a motion to adopt the resolution without the document before them regarding an Intergovernmental Agreement between the City of Kankakee, IL and the County of Kankakee, IL-2016 JAG Program Award (86). Mr. Washington, Jr. seconded the motion. Mr. Bossert explained they are sharing a JAG Grant with the county and receiving $9,000. Motion carried by voice vote.

Mr. Vickery made a motion to adopt the resolution regarding Kankakee County’s – declaration and disposal of surplus and unwanted property (87). Mr. Stauffenberg seconded the motion. Motion carried by voice vote.

Mr. McConnell commented on Mr. Wasser’s public comment regarding the Vietnam Veterans ceremony. He stated that it was a very moving experience and encouraged board members to take part in next time.

Executive Session

Mr. Olthoff made the motion to enter executive session at 9:55 a.m. regarding pending and threatened litigation – 5 ILCS 120/2(c)(11). Mr. Tripp seconded the motion. A roll call vote was taken with the motion passing 23 ayes and 0 nays. Motion carried.

Mr. LaGesse made the motion to exit executive session at 10:10 a.m. Mr. Olthoff seconded the motion. Motion carried by a voice vote.

New Business – None

Mr. LaGesse reminded the board members to complete the finance survey by Friday.

Mr. Vickery asked if the new rates for Dynergy Energy would be published. Mr. Bossert stated they would be working on that.

Mr. Snipes informed members that on July 30, 2016 the City of Kankakee was having a rally “Stop the Violence and Increase the Peace” on Nelson and Maple Street. Food donations would be appreciated.

Mr. Olthoff made the motion to adjourn the meeting at 10:13 a.m. Mr. Enz seconded the motion. Motion carried by a voice vote.
