BOARD MINUTES APRIL 19, 2016 - OPEN MINUTES 

1 Meeting Date: April 19, 2016 Call to Order: 11:18 a.m. Meeting Adjourned: 1:10 p.m.

TOPIC DISCUSSION ACTION Call to Order The meeting was called to order at 11:18 a.m. Open Beth Lloyd, Chairperson of the Community Association Manager Licensing and Disciplinary Board, opened the meeting. Approval of Open Minutes: The Board reviewed the minutes from the January 19, 2016 Community Association Manager Licensing and Disciplinary Board meeting. A motion was made by Symmonds and seconded by Bunte to approve the Open Minutes with one suggested correction from the January 19, 2016 CAM Board meeting. The motion carried. Agency/Staff Updates Susan Sigourney mentioned the Acting Director, Kreg Allison, has a new Assistant in the Springfield office, Kari Selinger. Auction License Report Susan Sigourney distributed a CAM License Report to the Board. This report indicates there were 1,668 active CAM licenses as of April 18, 2016. Investigations Report Prosecutions Report The CAM Investigations Report was distributed to the Board. This report indicates Investigation Unit activity for the month of March, 2016: March, 2016 ? Pending CAM Cases – 40 ? Cases over 5 months old - 26 ? New CAM Cases Received – 7 ? Cases Referred to Prosecutions – 1 ? Cases Recommended for Closure – 4 ? Cases Closed at Complaint – 0 The CAM Prosecutions Report was distributed to the Board. This report indicates there were 9 new cases from January 2016 through March 2016. The following figures indicate the Prosecution Unit activity in the month of March, 2016, as well as, year-to-date figures: March, 2016 YTD ? New cases open – 1 9 ? Open cases pending in March 17 ? Formal complaints filed – 0 9 ? Cases closed – 3 18 ? Closed by administration – 3 8 ? Closed with Admin.Warning Letter 0 6 ? Closed with a Formal Order – 0 1 ? Closed with a Consent Order - 0 7 ? Closed with a Non-Discip. Order – 0 3 Illinois Income Tax issue – 0 0 ? Refuse to Renew – 0 0 ? Student Loan and Child Support - 0 0 Old Business: Jay Reyes explained the Department has been taking the time necessary to ensure the CAM Rules are properly amended and the Secretary and Director are aware of the substantive language. New Business: Statement of Economic Interests forms Supplemental Statements of Economic Interests Forms Paperless Initiative – Electronic License Print Portal SharePoint Portal Website for Auction Board The entire Board has completed their Statement of Economic Interests forms for the Secretary of State. Jay Reyes discussed the Supplemental Statement of Economics forms with the Board. Susan Sigourney explained paperless licensing and renewals have now been implemented. Susan Sigourney discussed the SharePoint Portal website. The Board members that have not already registered will need to register for SharePoint in order to receive documents for review prior to Board meetings. Closed Session ? Review Closed Minutes from January 19, 2016 ? Deliberations Closed Session Roll Call Vote taken: Mary Beth Lloyd - yes Jeffrey Symmonds - yes Kenneth Bunte - yes Robert Graf - yes Donald Kekstadt - yes A motion was made by Bunte and seconded by Kekstadt to go into Closed Session as permitted by Section 2 (c) (4) and (15) of the Open Meetings Act at 11:50 a.m. The motion carried. Motion to go into Open Session ? Closed Minutes from January 19, 2016 ? 4 Board recommendations were made during Closed Session DFPR vs. Bret Nelson Case Number 2014-07912 DFPR vs. Vanessa Strong Case Number 2014-03319 A motion was made by Graf and seconded by Symmonds to go into Open Session at 12:53 p.m. The motion carried. A motion was made by Bunte seconded by Symmonds to approve the Closed Minutes as presented from the January 19, 2016 CAM Board meeting. Graf abstained. The motion carried. A motion was made by Bunte and seconded by Kekstadt to accept the recommendations made in Closed Session: To definitely suspend for one year the license of Bret Nelson. The motion carried. To revoke the license of Vanessa Strong. Robert Graf recused himself DFPR vs. Philip Kiss Case Number 2015-07544 DFPR vs. Lisa A. Schiewe Case Number 2015-08766 from this case and abstained from voting. The motion carried. To issue a Cease and Desist order and to impose a civil penalty of $3000 upon Philip Kiss. The motion carried. To revoke the license of Lisa Schiewe and impose a $10,000 fine. The motion carried. Adjournment There being no further business to discuss, a motion was made by Bunte and seconded by Symmonds to adjourn at 1:10 p.m. The motion carried.
