Office of the Illinois State Fire Marshal Boiler and Pressure Vessel Board Meeting Minutes June 1, 2016 

The Illinois Board of Boiler and Pressure Vessel Rules meeting was held at the Pontiac Fire Department in Pontiac, IL on June 1, 2016. 

Mr. Hoveke, Chairman, called the meeting to order at 10:00 a.m. 

ITEM 1 – INTRODUCTIONS 

Introductions were made at the start of the meeting.

ITEM 3 – APPROVAL OF MINUTES 

Ed Hoveke asked for a motion to accept the minutes of the 3-2-16 meeting. Motion; John Skermont Second; George Galanes Approved. 

ITEM 4 - DIVISIONAL REPORTS 

Mr. Novak presented the Divisional Reports for the month of April, 2016 State Inspections completed; • 1,119 Low pressure boiler inspections • 132 High pressure boiler inspections • 573 Pressure vessel inspections • 1,824 Total State inspections Insurance company inspections • 1,147 Low pressure boilers • 305 High pressure boilers • 829 Pressure vessels • 3 Owner/User • 2,281 Total Insurance Company inspections • 4,108 Combined total inspections for State and Insurance companies Past Due inspections over 90 days for both the State and insurance companies. ITEM 5 – OLD BUSINESS 

• Update on the Rulemaking changes; o Tom Andryk updated the board on the proposed rules regarding CO2 detectors, inspection cycle of historical boilers, & updates for NBIC Codes and Standards. The 1st notice has been filed with JCAR on 5-6-16 and public comment is due back by 6-20-16. Once 1st notice comes back, we will start the 2nd notice period with JCAR which is 45 days which involves a public hearing and JCAR reviews, once comments are approved we will file to adopt the rules. o It can take approx. 2-3 months from 6-20-16 for final approval. 

ITEM 6 - NEW BUSINESS 

Chem-Tool Submitted information on 49 vessels, 26 have ASME Stamps and 23 do not have stamps and need state specials. The 23 need to have their jackets inspected. Clayton is going to dispatch a team of inspectors to inspect/review these jackets and determine how many will need to apply for state specials. 

TUV Reinland, Bernie Rubia, Bernie presented the concept on 3rd party inspection companies that can perform inspections along with Insurance companies and state jurisdictions. Bennie informed the board that there are 12 active authorized special agencies for new construction under NB-369. He asked the board to consider allowing for this additional category of authorized inspectors for new construction, repairs and alterations. He feels this may be a “restraint of trade” and asked the board for consideration of this category. 

Bernie stated that there are approximately (12) 3rd party inspection companies doing new constructions, repairs and alteration inspections in approx. 20 jurisdictions. Hayes Mechanical, Jamie Walker Jamie Walker from Hayes Mechanical met with Stepan Chemical to discuss work needed on 5 of their State Specials vessels. Stepan wanted to perform work on these specials which Jamie stopped the work and explained the process of getting the proper documentation to perform this work. After discussing with Stepan, they are now going to strike the name plate on their state specials and lower them to under 15 psi which will now be classified as a low pressure vessels. Clayton expressed that the vessels will now become exempt. 

Illinois State Fire Marshal Boiler and Pressure Vessel Discussion on historical boilers alternate fuels, Clayton Novak explained that Historical boilers will not be allowed to convert to alternate fuels such as propane or LNG. Clayton explained that they must continue to burn the fuel source that they were originally designed for, coal, wood, hay, etc. • Clayton Novak announced his retirement that will become effective June 30, 2016. • The Chief Operating Officer of the OSFM thanked the boiler board and thanked Clayton Novak for all his service and work that he has performed over the years. He expressed that he will surely be missed and wished him the very best in the future. 

ITEM 7 – NEXT MEETING DATE 

The next Boiler Board meeting will be held on September 21, 2016 at the Pontiac Fire Department, located in Pontiac Illinois. 

ITEM 8 – ADJOURNMENT
