BOARD MINUTES

9/19/2016

6:00PM: Meeting called to order/ Pledge

*Motion to appoint Ms. Veldhuizen Village President Pro-Tem for the meeting

Motion: Dickson 2nd: Wold Motion Carried 5-0

Roll Call was taken, All members present, except Pres. Roth, absent

*Motion to approve minutes from previous 8/15/16 meeting

Motion: Dickson 2nd: Morse Motion Carried 5-0

No Public Comments

*Motion to approve bills for payment: General Fund (<8/16/16) $8.00, (<9/02/16 billings) General Fund $14,570.42, Sewer $1,880.54, M.F.T. 4084.84, T.I.F. $5,286.53 (<9/16/16 billings) General Fund $8,596.43, Sewer $2,147.33, T.I.F. $550.00

Payroll: <8/26/16 $14.569.71, <9/10/16 $14,253.13, <9/15/16 Stipend $1,275.00

Departmental Reports:

Clerk Dillman: Asked the Board to approve waiving the Peddlers Permit fee for the annual Girl Scout Cookie Sales: * Motion granted to waive the fees

Motion: Morgan 2nd: Morse Motion Carried 5-0

Clerk Dillman announced that petitions may be obtained for the April 4, 2017 Consolidated Elections. Forms are available in the Village Hall.

Atty. Rowe:

*Motion to adopt Resolution R-9-16-1 Support and Commitment of Local Funds % CDAP Grant

Motion: Morgan 2nd: Wold Motion Carried 5-0

Eng. Piggush: Kankakee Valley Construction will start 9/20/16 on the Maple and Meadow Street paving

Streets & Alley, Veldhuizen: No report, and line item on Hamilton abs Butler Street, will be discussed in Executive session.

Finance, Dickson: no report

Treasurer Graves: no report

Sewer & Garbage, Morgan: asked that the Board consider an Ordinance that a resident may not be granted a building permit, if outstanding sewer bills are owed to the Village. Atty. Rowe will draft up such an Ordinance. Also it was discussed that monthly reports be available to the Board on past due sewer bills. Heldt Park progress updated. Recent vandalism at the Sewer Plant, and the Maintenance Building was mentioned. A camera will be looked in to for the facilities to monitor and be brought back to the Board. Discussion on eliminating dumpsters for residential properties is to be implemented. All effected residents will be notified, and an Ordinance to be drafted

Building & Grounds, Wold:

*Motion to approve bid from Lorenz Heating for $12,000 for furnace and air conditioning at the Community Center, pending the $10,000 donation to the project from the Grant Park Coop, with their stipulation of one free rental per year for their annual meeting. Electrical wiring services for the project to be donated by Mark Ekhoff as well

*Motion to approve Octoberfest expenses in the amount of $15,188.00

New employee working out well at the Legion Park/Community Building

Ordinance & Insurance, Morse:

*Second Reading Ordinance O-8-16-01 Fair Housing

Motion: Morse 2nd: Morgan Motion Carried 5-0

Discussion was held concerning the rock climb at Heldt Park. Mr. Ryan representing the insurance company spoke concerning the potential liability issues should someone fall. Ms. Morgan spoke of other similar parks that have had the parks for years, and a small percentage had any issues. Mr. Ryan stated that the Park will be insured, but wanted the Board to be aware of the risks.

Law Enforcement, Malkowski: reported 94 call by the police so far this month

6:55PM: Motion to enter Executive Session to discuss Personnel and Litigation

7:21PM: Returned to Open Session

No action taken
