Kankakee County Board establishes 2017 holidays

The Kankakee County Board met Sept. 13 to establish 2017 holidays.

Here are the meeting's minutes, as provided by the board:

The Kankakee County Board establishes budgets for county funds, levies taxes, and adopts ordinances and rules pertaining to the management and business of the county departments. The board includes one member from each of the county’s 28 districts, each serving a four-year term. The board meets at 9 a.m. on the second Tuesday of each month in the fourth-floor Board Room at the Administration Building, 189 E. Court St.

Kankakee County Board Meeting September 13, 2016

The meeting of the Kankakee County Board, Kankakee, Illinois, held on September 13, 2016, pursuant to the adjourned meeting of June 14, 2016 was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Bossert. Mr. McConnell, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present;

Mr. Tripp, Mr. Washington, Jr., Mr. LaGesse, Mr. Stauffenberg, Mr. James, Mr. Vickery, Mr. Olthoff. Mr. Hess, Mr. Enz,

Mrs. Polk, Mr. McConnel, Mr. Snipes, Mr. Sirois, Mr. Liehr, Mr. Hildebrand, Mr. Wheeler, Mr. Reid, Mrs. Webber, Mrs. Peters, Mrs. Evans, Mr. Payton, Mr. Bossert

Members Absent - Mr. Tholen, Mr. Mulcahy, Mr. Skutt, Mr. Byrne, Mr. Einfeldt, Mr. Johnson,

Public Commentary -

Mr. Engelhardt from Momence spoke against the Kankakee National Wildlife Refuge Conservation Area.

Ms. Brunnick also spoke against the refuge.

Minutes of the Last Meeting

The minutes of the August 9, 2016 and amended minutes of May 10, 2016 county board meeting were submitted to the county board for approval. The reading of the minutes was waived. Mr. Washington made a motion to accept the minutes from the August 9, 2016 and amended minutes of May 10, 2016 county board meeting, with a second by

Mr. Vickery. Motion carried by a voice vote.

Claims Committee Report

A motion to approve the claims reports from July 2016 was made by Mr. Olthoff and seconded by Mr. Stauffenberg. A roll call vote was taken with the motion passing 22 ayes to 0 nays, Motion carried.

Department Reports

The department reports were read and accepted on the motion of Mr. Enz and seconded by Mr. James. Motion carried by a voice vote.

Consent Agenda

Mr. Vickery made the motion to adopt the consent agenda. Mr. Snipes seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

Buildings & Grounds Conta mittee

Mr. Washington, Jr. made a motion to waive the reading and adopt the resolution regarding Bids for roof on 189 E. Court (97). Mr. Snipes seconded the motion. A roll call vote was taken with the motion passing 22 ayes to 0 nays. Motion carried.

OTHER BUSINESS

Old Business - None

New Business

Mr. Vickery made a motion to waive the reading and adopt the resolution regarding Polling place change-Sumner Township (98). Mr. Sirois seconded the motion. Mr. Bossert stated Sumner Township built a new town hall public building. Motion carried by voice WOte.

Mr. McConnell stated he wanted to introduce a local preference in purchasing and contracting proposal in which the board would have the option of taking local bidders instead of outside bidders. Mr. Bossert suggested referring that to Executive Committee next month.

Mr. Snipes wanted to know how the City of Kankakee already purchased property before the public auction. Mr. Bossert stated that was a county treasurer issue. Mr. Bossert stated he believed that local governments would have a preference if given an opportunity to acquire a property.

Mr. Sirois stated regarding Mr. McConnell's proposal that he hopes that the Executive Committee would consider to keep it local.

Mr. Wheeler stated he distributed a map of the proposed Kankakee National Wildlife Refuge and Conservation Area. He wanted to reaffirm that the county continues to adhere to county board resolution 98-08-11-117 opposing the establishment of the proposed Grand Kankakee National Wildlife Refuge. He stated now it has a different name but still the same project. Mr. Bossert stated yes there was an interest in the future of the proposed refuge area and eastern end of the county. Mr. Bossert referred it to the Planning, Zoning and Agricultural Committee to review the facts that were presented back in 1998.

Adjournment

Mr. LaGesse made the motion to adjourn the meeting at 9:30 a.m. Mr. Olthoff seconded the motion. Motion carried by a voice vote.
