Kankakee County - Criminal Justice Committee met April 12.

Here is the minutes provided by the Committee:

Members Present:

Mr. Byrne, Mr. Hess, Mr. Washington, Mr. Vickery, Mr. Stauffenberg, Mr. McConnell, Mr. Snipes, Mr. Sirois, Ms. Evans, Mr. Payton, Ms. Dunbar, and Ms. Parker

1. Call to Order

The meeting was called to order by the Committee Chairman, Mr. Byrne, at 7:30 a.m.

2. Public Comment

3. Approval of Minutes (Criminal Justice): March 15, 2017

Mr. McConnell made a motion to approve the minutes, and Mr. Tholen seconded it. Motion carried with a voice vote.

4. Judicial - Chief Judge Michael Kramer

Chief Judge Kramer was not present.

5. Circuit Clerk’s Office - Sandi Cianci

 Monthly Report

Mr. Stauffenberg made a motion to approve the monthly report, and Mr. Payton seconded it. Motion carried with a voice vote.

Ms. Cianci reviewed and discussed the report with the committee.

 Computerization Update

Ms. Cianci stated that Judge Albrecht held a meeting on April 3rd. It was agreed that two of Ms. Cianci’s employees will be working with Tyler Technologies and Courtview identifying the fields that need to be mapped to correspond with each other when they do the integration. Judge Albrecht’s computer will be updated first since she’s the one with the most experience with the technology. Mr. Duval will be putting together a cost estimate for all the needs that go along with that. They’re looking into better and more training when it comes time to get the integration going.

6. Public Defender’s Office - Gus Regas

Ms. Parker made a motion to approve the report, and Mr. Sirois seconded it. Motion carried with a voice vote.

Mr. Regas reviewed and discussed the report with the committee.

7. Probation Department - Tom Latham

 Monthly Report

Mr. Hess made a motion to approve the report, and Ms. Dunbar seconded it. Motion carried with a voice vote.

Mr. Latham reviewed and discussed the report with the committee.

8. State’s Attorney’s Office - Jim Rowe

 Grand Jury Report

Ms. Dunbar made a motion to approve the report, and Ms. Evans seconded it. Motion carried with a voice vote.

Mr. Rowe reviewed and discussed the report with the committee.

Mr. Rowe stated that there is one paralegal in his office who is working primarily on collections of past due debts owed to the Circuit Clerk’s office. She collected close to $11,000 just in March. That’s because they are filing petitions for rule and petitions to revoke, and going back into the courthouse. When individuals get that notice to appear, they tend to pay. Some were put on payment plans, and some have come in and paid the debt off.

Mr. Rowe stated that he met the week before with the Coroner’s office, KMEG, the Newton County District Attorney’s Office, and Newton County’s drug task force. The purpose of that meeting was to address a joint concern of drug trafficking and drug trade in Pembroke Township and Hopkins Park, primarily heroin dealers that are operating sometimes almost like an open air market. Newton County’s population is 13,000, and they see a significant number of possession cases, probably as many as our county does. We’re doing everything to work with them and, as a result of that meeting, we were able to come up with some ideas. It’s an overall partnership.

9. Coroner’s Office - Bob Gessner

Mr. Washington made a motion to combine and approve the reports, and Mr. Tholen seconded it. Motion carried with a voice vote.

Mr. Gessner stated that the Narcan program has just about been completed. He just signed on with the City police as they decided they were going to go to that program. There have been 11 saves already, and that’s not counting the ambulances, EMS people, or the emergency rooms.

10. Sheriff/EMA Department - Sheriff Mike Downey

 Monthly Report

Mr. Sirois made a motion to approve and file the monthly report, and Mr. McConnell

seconded it. Motion carried with a voice vote.

Sheriff Downey reviewed and discussed the report with the committee.

 ICE Update

Sheriff Downey stated that, as of today, there are 126 detainees.

Mr. Sirois asked about the staffing levels in the jails.

Sheriff Downey stated that there are presently 106. They would like to get that number up since they still have some overtime issues.

 Surplus Vehicles

Sheriff Downey stated that they have two 2004 Chevy Impalas with well over 100,000 miles on them that they are not using. They would like to declare them surplus, send them to the auction in Clinton, IL, and get them off of the insurance books as well.

Mr. Hess made a motion to approve, and Mr. Washington seconded it. Motion carried with a voice vote.

A motion to adjourn the meeting at 8:19 a.m. was made by Ms. Parker, and seconded by Mr. Washington. Motion carried.
