Village of Bourbonnais Board of Trustees met April 7.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by 4th grade student Duncan Smith from Bishop McNamara Bourbonnais Campus School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Jack Littrell. Also in attendance Attorney Patrick Dunn and Administrator Michael Van Mill. Absent: Trustee Angie Serafini and Treasurer Ron Riebe

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from March 17, 2025

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to approve the Regular Board Meeting Minutes from March 17, 2025, as presented.

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Proclamation 25-375 in its entirety. Motion Carried

Action, Ordinance: A. ORDINANCE NO. 25-2481 - An Ordinance Declaring Administration Department Technology Items as Surplus in the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Trustee Fischer stated we have surplus items, which include 43 outdated phones, along with several outdated computers that we would like to dispose of.

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to suspend the rules and have a second reading on Ordinance 25-2481 tonight.

> Following the first reading by Clerk Simeur, Trustee Fischer stated this is regarding the position of Deputy Chief of Police who shall be appointed by the Chief of Police with the advice and consent of the corporate authorities.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair Action, Ordinance: A. ORDINANCE NO. 25-2479 - An Ordinance Approving and Causing Publication of the Official Zoning Map of the Village of Bourbonnais, Illinois (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Ordinance 25-2479 by title only. Motion Carried

> Following the first reading by Clerk Simeur, Administrator Van Mill stated the Village is responsible for maintaining an updated Zoning Map annually based on the State's statutes. This includes the previous year's changes, so we will have an Official Zoning Map.

Action, Ordinance: B. ORDINANCE NO. 25-2482 - An Ordinance Granting a Variance for Certain Property within the Village of Bourbonnais Concerning Case PV25-0001, at 1600 Stefanie Lane, Bourbonnais, IL 60914 (FIRST READING)

> Following the first reading by Clerk Simeur, Assistant Administrator Laurie Cyr explained we had a variance application request at the March Planning Commission meeting. The applicant requested an accessory structure in their front yard setback, due to the lot being a corner one, they have two front yard setbacks.

Planning Commission approved this variance request, and the Board concurred with this request at the Community & Economic Development meeting held on April 2, 2025.

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to suspend the rules and have a second reading tonight on Ordinance 25-2482.

Action, Ordinance: C. ORDINANCE NO. 25-2483 - An Ordinance Authorizing the Execution of an Annexation Agreement by the Village of Bourbonnais, Illinois for Property Owned by Bowtie Properties LLC at 390 North Convent Street, Bourbonnais, IL (FIRST READING) 

> Following the first reading by Clerk Simeur, Attorney Dunn stated this property is just south of the Speedway Gas station, bound by Wilburn Court on the north side and Convent Street on the west side. It is an older home that was renovated into a business, and the agreement will require that it be zoned as a B-1 Central Commercial Business District.

Action, Ordinance: D. ORDINANCE NO. 25-2484 - An Ordinance Annexing Certain Property Owned by Bowtie Properties LLC at 390 North Convent Street, Bourbonnais, IL (FIRST READING) 

> Following the first reading by Clerk Simeur, Attorney Dunn stated this is the Ordinance that would annex the property that is mentioned in the agreement.

Action, Ordinance: E. ORDINANCE NO. 25-2485 - An Ordinance Amending the Zoning Classification of Certain Property Owned by Bowtie Properties LLC at 390 North Convent Street in the Village of Bourbonnais (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Dunn stated this Ordinance would zone the property as B-1 Central Commercial Business District.

Action, Resolution: F. RESOLUTION NO. 25-1596 - A Resolution Accepting a Plat of Dedication Granting Title to Specific Real Estate to the Village of Bourbonnais from Marjorie Lou Garbisch Johnston

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to read Resolution 25-1596 by title only. Motion Carried

> Following the first reading by Clerk Simeur, Attorney Dunn explained this is the Johnston property that is located on the river, next to Riverfront Park that is being donated to the Village for the purposes of adding to that park. Mrs. Johnston has assigned a plat granting that property to the Village of Bourbonnais. In order to make the plat legal it has to be accepted by this Resolution. We will need to eventually annex this property into the Village.

Motion by Trustee Jeff Keast, second by Trustee Randy King to adopt Resolution 25-1596. Final Resolution: Motion Carried

> Trustee Keast gave an update from the Building department:

> As of the end of March 2025 - we have 10 new home permits issued, with a valuation of $10M+ worth of permits.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

> Trustee Greenlee thanked Interim Police Chief Anderson for his bi-weekly report.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King gave an update from Assistant Superintendent Triveline on Public Works spring projects:

> Hayes Park Pickleball update - Ruder Electric has completed the rough-in. The court surface had the grinding done and the coating is next, which is determined by the weather - temps need to be 55 degrees and higher during the daytime.

> Municipal Center - the new flagpole area is prepped for concrete and waiting for Ruder Electric to drill the holes.

> Marcotte Park is getting ready for the Goldstar Memorial installation. Ruder has the rough-in for electric, the concrete foundation and sidewalk are poured. Public Works team will be doing some painting at the pavilion once the weather warms up.

> The new backstop at Granger Parks is being installed this week.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell stated that Republic Services has resumed yard waste pick up starting in April. 

> Trustee Littrell will call a Utility meeting in May for the presentation from the utility companies on projects in the Village.

Information: A. Mayor Updates

> The Village is hiring for the following positions: Chief of Police (final week to apply), Executive Administrative Assistant, Seasonal Positions include Park Rangers to work at The Grove, Public Works Seasonal Workers, and Special Events Marketing Interns, more information please visit our website for job descriptions and application instructions.

> Egg Hunt is this Saturday, April 12 at Perry farm beginning at 10:00 AM, a free event for children under 10. Please bring a basket or bag for the egg hunt, this event goes quickly so don't be late.

> Olivet Nazarene University at The Grove will be held on Thursday, April 24 from 5:00-7:00 pm, enjoy live music from ONU's Steel Drum Band & Wind Ensemble, $5 fee for desserts, and food trucks will be available and don't forget your lawn chair and blanket.

> Soiree de Bourbonnais will be held on Saturday, May 17 from 6:00-10:00 pm. Tickets are now on sale for $100 per person on the Village's website. Additional Sesquicentennial events that are free to the public include an official Happy 150th Birthday, an outdoor concert, a Family Fun Day, a French Heritage weekend and more. > Dedication ceremony for the Goldstar Memorial at Marcotte Park will be held on Saturday, April 26 at 10:00 AM.
