The bill, introduced as HB4133 on Sep. 19, 2025, during the general assembly session 104, was summarized by the state legislature as follows: "Amends the Local Government Debt Reform Act. Provides that the approval for bonds authorized to be issued under the School Code and approved by the voters of Iroquois County Community Unit School District Number 9 in an April 2021 referendum remains in effect for 10 years after the date of the referendum. Effective immediately."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Local Government Debt Reform Act to extend the validity of bond approval for Iroquois County Community Unit School District Number 9, which was authorized by a referendum in April 2021, from the standard five years to 10 years. This extension allows the district additional time to issue the bonds approved by voters without the need for another referendum within this period. The bill takes effect immediately upon becoming law, ensuring that the district can continue its planned financial activities based on the bonds' approval.
Bunting has proposed another six bills since the beginning of the 104th session.
Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
