Village of Bradley Village Board met February 27.

Here is the minutes provided by the Board:

Call to Order:

The regular meeting of the Bradley Village Board was called to order on Monday, February 27, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided

Roll call: Trustee Balthazor, Redmond, Gadbois, Cyr, Carrico and Watson. All present

A motion was made by Trustee Gadbois and seconded by Trustee Cyr to approve the agenda with the changes. (6 ayes 0 nays) Motion carried

Presentation of Minutes:

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to approve the minutes of the Regular Board meeting dated February 13, 2017 as printed as presented.

(6 ayes 0 nays) Motion carried

Presentation of Communications:

The Mayor received a letter from Jim Rowe the Kankakee County State's Attorney. The content of the letter contained Juvenile Court prosecutions, in the letter it was stated that in one section is called "Thinking for a Change' this is for providing mental health counseling for children that have serious behavioral issues. Due to Budget cuts at the County the State's Attorney was looking for Financial help to keep this program going.

Shop Small this is to celebrate local businesses in downtown Bradley on Saturday May 6, 2017 from noon to 4:00 p.m. this is being promoted by the Kankakee County Chamber of Commerce.

Report of Village Officers and Department Heads:

Police Department

Chief Johnston gave the report for January 2017.

Chief noted they will be hosting the Citizen Police Academy at Northfield Square Mall starting Wednesday, March 8, 2017 from 9 a.m. to 11:00 a.m. the program will run from March 8, 2017 through April 12, 2017. You do not have to be a Village resident to attend.

Fire Department:

Chief Travis gave the Fire Department report for the month of January 2017.

Presentation of Bills and Accounts:

A motion was made by Trustee Cyr and seconded by Trustee Carrico to pay all bills and accounts by recommendation of the Finance Committee.

Report of Standing Committees:

Ordinance & Technology

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of Ninety-Nine Years. (tabled)

The Mayor noted we are still collecting information so this Ordinance will remain tabled.

Trustee Carrico set a Police & Fire Committee meeting for Tuesday, March 7, 2017 at 6:00 p.m. on the Agenda will be Police Staffing and vehicles.

Unfinished Business:

There was nothing under unfinished business

New Business:

Tree Removal Invoice - Scott Walter 466 N. Wabash had removed a tree and was given an Invoice from Four Seasons he wanted the Village to pay the bill.

A motion was made to pay 50% of the invoice by Trustee Gadbois as there was no second, the motion did not pass.

Mancino RLF request - it was noted that Mr. Hersha had planned to close the Mancino's store by the old Kmart, after hearing that a Meijer Store will be coming to that location, Mr. Hersha decided to re-invest in his business, he is looking for a $40,000 loan with a repayment term of 60 months with an interest rate of 1.625% first payment due would be April 1, 2017. Current jobs to be retained would be 9-10 and this will create 6-7 new jobs.

A motion was made to approve the Revolving Loan Fund for Mr. Hersha by Trustee Cyr seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

Peacock Lane Drainage preliminary engineering cost would be $80,000 this is the ongoing Georgetown drainage improvements. This is the 2" to last phase there will be one phase remaining. The cost to the village would be $80,000 this is in the budget. This was approved by the Finance Committee on a 3-0 vote.

A motion was made to approve the Peacock Lane Drainage improvements by Trustee Gadbois and seconded by Trustee Watson. (6 ayes 0 nays) Motion carried

Mayor expressed a need for an Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation. A motion by to go into Executive Session at 6:52 p.m. by Trustee Balthazor and seconded by Trustee Cyr (6 ayes 0 nays) Motion carried

Back in Session at 7:06 p.m.

Approval of the FOP Contract

A motion was made by Trustee Gadbois and seconded by Trustee Carrico to approve the FOP

Contract as discussed in Executive Session subject to execution and changes made.

(6 ayes 0 nays) Motion carried

Adjournment:

A motion was made by Trustee Balthazor and seconded by Trustee Cyr to adjourn the meeting. The meeting was adjourned at 7:08 p.m. on a unanimous aye vote.
