Call to Order:
The regular meeting of the Bradley Village Board was called to order on Monday, May 22, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Redmond, Gadbois, Watson, Dugan-Roof and Barber Trustee Gadbois was via a phone call

Chief Johnston gave the report for April 2017.

Mayor wanted the Chief to make comments concerning the drug epidemic in the area. Chief stated they did have an overdose case and they used Narcan three times and were able to bring the victim back.
Clerk LaGesse swore in K9 Niko as a Bradley Police Officer.

Chief Travis gave the Fire Department report for the month of April 2017. Emergency responses.

1. O-1-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of Ninety-Nine Years. (tabled)
2. O-5-17-1 an Ordinance amending Ordinance No. O-4-17-1, the budget for all Corporate purposes of the Village of Bradley, Kankakee County, Illinois, in lieu of the appropriation Ordinance for the fiscal year commencing on the first day of May, 2017 and ending on the thirtieth day of April, 2018. (1 reading)
3. O-5-17-2 an Ordinance amending Chapter 46, Article 1, Sections 45-5 and 45-6 of the Bradley Code (1 reading)
4. O-5-17-3 an Ordinance amending Chapter 10, Article V, Section 10-330 of the Bradley Code (1 reading)
Trustee Redmond said are IT Coordinator will be at the Committee of the Whole meeting on June 12, 2017 before the Finance meeting to discuss live streaming of our meetings.
Unfinished Business:
Mayor received a letter from Premier Ponds at the last meeting Trustee Gadbois asked about the Cardinal Drive retention pond. They are using chemicals that will take 30 to 60 days to kill the plants and algae in the pond this is a slow process.
New Business:
Property Donation - 157 S. Kennedy Drive this property is being given to the Village from Betty Peters Lambert it appraised at $155,000. It was stated in the will of Genevieve Hebert that she would like to keep this as a green space. Mayor suggested a Community Garden possibly.
A motion was made to accept the donation of the property at 157 S. Kennedy Drive subject to a title review and inspection and that the green space will be named in honor of Genevieve Hebert by Trustee Gadbois and seconded by Trustee Dugan-Roof (6 ayes 0 nays) Motion carried
Demolition Bids for the property at North Street and Kennedy Drive
Lowest Bid from Patrick Ryan for $18,880. Mayor asked for a motion, there was no motion forthcoming. Mayor did state he would go back to the Realtor if there is some indication what type of business would be on the property we could look again into the demolition.
Blatt Blvd-Mayor has asked the KRMA board to honor Tyson's estimation for repairs on Blatt Blvd, KRMA has agreed to pay $172,000 for the repairs that occurred during construction over the past 3 years.
Mayor expressed a need for an Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.
A motion to go into Executive Session at 7:05pm by Trustee Balthazor and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

R-5-17-5 a Resolution approving Voluntary Separation Agreement and Release
A motion was made by Trustee Redmond and seconded by Trustee Gadbois. Voting yes was Trustee's Redmond, Dugan-Roof and Gadbois. Voting no were Trustee's Balthazor, Watson and Barber. The mayor voted yes (4 ayes 3 nays) Motion carried
