Village of Bourbonnais Board of Trustees met June 19.

Here is the minutes provided by the Board:

Call to Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Village Finance Director Mike Wolf.

1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe and Village Administrator Mike Van Mill. Absent was Village Attorney Pat Dunn.

2. Approval of Minutes: Motion made by Trustee Fischer and seconded by Trustee Greenlee to suspend the reading and approve the Regular Board Meeting Minutes from June 5, 2017. Motion passed on a voice vote of 6-0.

3. Reports from Commissions and Advisory Boards: None.

4. Bids and Quotes: None.

5. Correspondence: None.

6. Finance Committee:

Trustee Rick Fischer, Chair

a. Consideration to Approve Accounts Payable June 19, 2017

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Roll call vote: Trustee Greenlee - Aye

Trustee Keast - Aye

Trustee Fischer - Aye

Trustee Littrell - Aye

Trustee King - Aye

Trustee Serafini - Aye

Motion passed on a vote of 6-0.

b. Ordinance No. 17-2059 (An Ordinance Making Appropriations for Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, IL for the Fiscal Year Ending April 30, 2018). Second Reading.

Motion was made by Trustee Fischer and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Littrell to adopt said ordinance.

Prior to the vote, Finance Director Mike Wolfgave an overview of the Ordinance.

Motion passed on a vote of 6-0.

C. Resolution No. 17-1276 (A Resolution Granting Salary increases and Establishing Compensation for Certain Non-Union Employees of the Village of Bourbonnais, Kankakee County, IL).

Motion was made by Trustee Fischer and seconded by Trustee Keast to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Fischer and seconded by Trustee Serafinito adopt said ordinance.

Motion passed on a vote of 6-0.

7. Police Committee:

Trustee Bruce Greenlee, Chair

Trustee Greenlee thanked Chief Phelps, the Police Department, Public Works Director Chamness and the entire Public Works Department for their contributions to a float for the Veterans to be pulled in the Friendship Festival Grand Parade.

Chief Phelps reminded everyone that there will be road closures to accommodate the two Friendship Festival Parades.

8. Community & Economic Development:

Trustee Jeff Keast, Chair

a. Ordinance No. 17-2065 (An Ordinance Regarding an Intergovernmental Agreement to Promote Tourism and Allow the KCCVB to Use IMRF Retirement Benefits). First Reading

Assistant Administrator Laurie Wimberly gave an overview of the Ordinance.

Trustee Keast reported that discount tickets for the rides at the Friendship Festival are still available at local banks through tomorrow morning.

9. Public Works Committee:

Trustee Randy King, Chair

Trustee King reported on the following:

•IEPA permits are being applied for on the second phase of sanitary sewer project and lift stations north of Bourbonnais Parkway. The Village of Bourbonnais will be constructing these projects using only local public funds and no private funds will be used. Village Engineer Dave Tyson confirmed source of funding for these projects to be public funds only.

•The Burch's lift station project is also being funded with only local public funds and no private funding, which needs to be stated for IEPA permitting.

•Trustee King reported that Public Works has been working on landscaping projects around the Village and has completed repair of retaining wall and landscape at the Police Department.

•Prairie Chase pond is reported to still have invasive wildlife inhabitants and we are currently working with a State licensed wildlife experton abatement measures.

•Public Works dept. has been spraying for mosquitoes.

•Cavalier Park water fountain and picnic tables that were damaged have been removed.

•Park equipment is due to be painted by Public Works after the Friendship Festival, weather permitting.

•Skate park implements will be reinstalled after the Friendship Festival, including a new skate rail.

•Tomagene Drive building needs repair due to water damage and is on the list of capital projects being considered.

10. Administration Committee:

a. Ordinance No. 17-2063 (An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Amending the L License Classification). First Reading

b. Ordinance No. 17-2064 (An Ordinance Amending Chapter 4, Alcoholic Liquors, Article IV, Section 4-52 of the Municipal Code of the Village of Bourbonnais, Illinois Concerning Hours of Operations). First Reading

Mayor Schore commented on the two ordinances and why they are needed.

11. Utility Committee:

Trustee Jack Littrell, Jr., Chair

a. Ordinance No. 17-2062 (An Ordinance Amending Chapter 35, Article III, Section 35-31 of the Municipal Code of the Village of Bourbonnais, IL). Second Reading

Motion was made by Trustee Littrell and seconded by Trustee King to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to adopt said ordinance. Prior to the vote, Mayor Schore gave an overview of said Ordinance.

Trustee Littrell reported on the following:

•Public Works Director Chamness commented that the new Jet truck has been working well in the servicing of the Village lift stations and ponds.

•Village Engineer Dave Tyson reported on the progress of the sewer interceptor project.

12. Committee Meetings Set:

•Community & Economic Development - Tuesday, June 27, 2017 at 3:00 pm.

•Finance (Committee of the Whole) - Wednesday, June 28, 2017 at 4:00 pm.

•Police Committee - Tuesday, July 11, 2017 at 4:00 pm.

These meetings will be held in the Municipal Center Board Room.

Mayor Schore reported on the following:

•Friendship Festival - begins Wednesday, June 21, 2017 at 5:00 p.m. Schedule of events on Festival website (www.bourbonnaisfriendshipfestival.com).

•IDOT Letter - Village was informed by State of Illinois of shut-down of road projects in the event that a state budget is not passed by June 30, 2017. This will continue until a new budget is passed.

16. Old Business: None.

17. New Business: Com Ed Smart Meter presentation by Michael McMahan, Vice President of Automated Meter Installation (AMI).

18. Public Comments: None

19. Adjournment:

A motion was made by Trustee King and seconded by Trustee Keast to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 6:23 p.m.
