The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance led by the President.

Motion by Phillips, seconded by Crockett, to waive the reading of the minutes and approve the Regular Meeting minutes from September 5, 2017. Motion approved. 4-0. Trustees Boyce and Gesky were absent.

Public Participation:

Keith Damm (resident, 811 White Tail Bend) addressed the board regarding an 8’ x 10’ resin shed that he wants to place in his yard. He stated that the village has adopted the 2015 International Residential Code, which does not address permits for sheds, but the village has amended the code to require such permits. He believes his shed would be a non-permanent, movable structure that should be allowed without easement or setback restrictions, and additionally should not require a permit, because it would be hard for him to take time from work to accommodate the village schedule. Damm would like the current building regulations changed to identify and allow sheds of a certain size to be exempt from the permit process. President Nugent mentioned that Damm’s comments were appreciated, and the matter would go on the next Planning & Zoning committee meeting agenda for discussion, as no action could be made at this board meeting. (Damm will be invited to attend the next regularly scheduled Planning and Zoning committee meeting, October 19th at 7:00 am in the Village Hall conference room).

Reports of Village Officials:

Village President’s Report: Tim Nugent

• President Nugent introduced Noreen Jedlicka, Manteno Intramural Basketball Program, who spoke about the program that serves over 350 Manteno children in grades 1 through 6, and utilizes 80 volunteers to offer an 8-week instructional basketball program at low cost. President Nugent mentioned we have supported the program for many years and presented a $500 donation to help purchase additional equipment this year.

Village Administrator’s Report: Chris LaRocque

• There will be street closures due to our Oktoberfest this week and weekend:

North Main St parking lot already closed.

Tuesday, 8:00am, Main St from Third to Second St

Wednesday, 5:00am, Main St parking lot from Division to First St

Thursday, 5:00am, Main St from Third to Division, First St from Main to the alley, entire Second St plaza, Farmers Market area south of Main and Division St

Friday, 9:00am to dusk, Oak St from Division to Walnut for helicopter rides. Also closed Saturday, 9:00am to dusk, and Sunday, 9:00am to 5:00pm.

Saturday night, lighted parade route—quite a bit of downtown area closed.

Committee Reports:

Public Works and Utilities- Boyce

• Ordinance 17-16, an ordinance providing for the sale of the real property assets of the village wastewater system to Aqua Illinois, Inc for the price of $665,000.00. This comes after discussing the sale for several months, having a public hearing Thursday night, and seeking bids for the property. After negotiating with the two bidders, we have chose Aqua Illinois as the successful bidder, and this ordinance is for the sale of the real property that the assets sit on.

• Ordinance 17-17, an ordinance providing for the sale of the personal property assets of the village wastewater system to Aqua Illinois, Inc for the price of $24,335,000.00. This is for the actual system, and added with the real property price is the total purchase price of $25,000,000.00.

• Ordinance 17-18, an ordinance approving and authorizing the execution of an asset purchase agreement by and between the Village of Manteno and Aqua Illinois, Inc to provide for the sale of its wastewater system. This covers the two previous ordinances and all related to the sale of the system.

• Consideration Re, a motion to award the bid to purchase a 2018 Peterbilt Cab Dump Truck from LaBeau Brothers, Kankakee, IL and a stainless steel dump body furnished by Kankakee Truck Equipment for a total cost of $145,167.00. We went out for bids, this was the lowest bid, and from a local vendor. Options were discussed at our last finance committee meeting. Delivery in November or December. Our current 1997 dump truck will be surplused.

• Next Public Works committee meeting is scheduled for Tuesday, Sep 26, at 7:00am in the Village Hall conference room.

Parks and Recreation- Martin

▪ Jim Hanley gives update on Rock Creek park: mulch is down, trees planted and will soon do light grading and seeding.

▪ Oktoberfest starts Thursday at 5:00pm. (Sept 21-24) Find more info and schedules at www.mantenochamber.com, including garage sale maps, registration for team events.

▪ October 7, 3:00pm – 8:00pm will be the grand opening of the Second St Plaza with food and drinks and ribbon cutting

▪ Next Parks and Rec committee meeting will be Oct 18, meeting at the Rock Creek park at 6:30pm, then Village Board room at 7:00pm.

• Public Safety and Health- Dole

• Consideration Re, a motion to ratify the Mayor’s execution of the VEBA agreement between the Village and the Illinois Fraternal Order of Police. This is a side agreement to the police contract, allowing employees to establish a tax-free, post-retirement account, funded 100% by the employee.

• Garage sale days will be very busy, so drivers please watch road, not the sales. Drive slowly in the residential areas; there are a lot of pedestrians.

• Autumn is arriving. Do safety checks of your furnace, smoke detectors and laundry dryer vents. Fire station at 13 S Walnut will provide address signs, smoke and carbon monoxide detectors for free.

• Next Public Safety & Health committee meeting is scheduled for Sep 27, 7:00am at the Village Hall conference room.

Planning and Zoning- Crockett

• The Planning and Zoning committee meeting originally scheduled for Sep 21 was cancelled due to lack of agenda items.

• The next Plan Commission is scheduled for Oct 10, 6:00 pm at the Village Board Room.

• The next Planning and Zoning committee meeting is scheduled for Oct 19, 7:00am at the Village Hall conference room, with Keith Damm’s request for discussion of village shed requirements as one of the agenda items.Finance-Gesky (covered by Phillips)

• Consideration Re, a motion to approve the payment of $15,000.00 to Brit Fogel, owner of Anthony’s, for a TIF façade agreement which was approved Nov 7, 2016 and is now completed with proper documentation.

• Ordinance 17-15, an ordinance approving a Franchise Agreement between the Village of Manteno and Comcast of Illinois VI, LLC for a 10-year period ending Sep 17, 2027. This agreement is about franchising authority, but has nothing to do with setting rates or village involvement in service issues.

• Ordinance 17-16, An Ordinance of the Village of Manteno, Kankakee County, Illinois, providing for the Sale of the Real Property Assets, of its Wastewater System to Aqua Illinois, Inc for the price of $665,000.00.

• Bills Authorized and Paid between Board Cycle $35,602.62.

• Payment of the bills in the amount of $620,296.18 (Including TIF #1 of 516,913.20)

• The next Finance meeting is scheduled for Oct 11, 7:00am at the Village Hall conference room.

Motion by Crockett, seconded by Martin to approve a single roll call vote on the question of passage of agenda items. Motion approved 5-0, with Mayor Nugent voting aye. Trustees Boyce and Gesky were absent.

Motion by Dole seconded by Phillips to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 5-0, with Mayor Nugent voting aye. Trustees Boyce and Gesky were absent.

Comments:

Trustee Boyce: Absent

Trustee Martin: Whole team came together to get Second Street Plaza done—it’s beautiful. Have fun at Oktoberfest, and be careful this weekend.

Trustee Dole: Be careful and be patient this week.

Trustee Crockett: Discussion and work gets done at committee meetings—for instance the gentleman that was in tonight has an opportunity to get further answers at the committee meeting. We will take action if need be on the issue.

Trustee Gesky: Absent

Trustee Phillips: Have a nice weekend; stay safe.

Mayor Nugent: County is resurfacing CHwy 9 between Poplar and Spruce after Oktoberfest, starting

Monday, Sep 25. This will be a 2-3 week project that is inconvenient, but will be really nice when done.

Grand opening of our Second St Plaza will be October 7. Great weekend ahead. Be careful, be patient.

Motion by Dole, seconded by Martin to adjourn the meeting at 7:32 pm. Motion approved 4-0. Trustees Boyce and Gesky were absent.
