Village of Bourbonnais Board of Trustees met Aug. 7.

Here is the minutes provided by the Board:

CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Anna Dunn, daughter of Village Attorney Patrick and Marissa Dunn. Anna will be going into 2nd grade at Maternity BVM School.

1. ROLL CALL: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Patrick Dunn and Village Administrator Michael Van Mill.

2. APPROVAL OF MINUTES: Motion made by Trustee Fischer and seconded by Trustee King to suspend the reading and approve the Public Hearing Minutes from June 19, 2017 and the Regular Board Meeting Minutes from July 17, 2017. Motion passed on a voice vote of 6-0.

a. Proclamation No. 17-307: Proclamation Honoring Bradley-Bourbonnais Community High School Music Department.

A motion was made by Trustee Fischer and seconded by Trustee King to read said proclamation in its entirety. Motion passed on a voice vote of 6-0.

Following the reading by Clerk Simeur, a motion was made by Trustee King and seconded by Trustee Keast to adopt said proclamation. Motion passed on a voice Vote of 6-0.

b. Oath of Office - Davis Domagalski

Chief Phelps performed the Oath of Office for Officer Davis Domagalski, the Village of Bourbonnais's newest officer.

3. REPORTS FROM COMMISSIONS AND ADVISORY BOARDS: None.

4. BIDS AND QUOTES: None.

5. CORRESPONDENCE: NOne.

6. FINANCE COMMITTEE:

Trustee Rick Fischer, Chair

a. Consideration to Approve Accounts Payable August 7, 2017

Motion made by Trustee Fischer and seconded by Trustee Greenlee to approve the bills as presented.

Roll call vote: Trustee Greenlee - Aye Trustee Keast - Aye

Trustee Fischer - Aye Trustee Littrell - Aye Trustee King - Aye Trustee Serafini - Aye

Motion passed on a vote of 6-0.

b. Treasurer's Report - April 2017

Following a summary by the Village Treasurer Riebe a motion was made by Trustee Fischer and seconded by Trustee King to accept the unaudited Treasurer's Report for April 2017 (copy attached). 

Motion passed on a voice vote of 6-0.

7. POLICE COMMITTEE:

Trustee Bruce Greenlee, Chair

Police Chief Phelps reported that National Night Out was a successful event again this year. Chief Phelps also noted that Chicago Bear's Camp is going well.

8. COMMUNITY 8 ECONOMIC DEVELOPMENT:

Trustee Jeff Keast, Chair

a. Ordinance No. 17-2070 (An Ordinance Approving an Agreement for Creation of a Business District Plan by Economic Development Resources, LLC) Second Reading

A motion was made by Trustee Keast and seconded by Trustee Littrell to read said Ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Keast and seconded by Trustee King to adopt said ordinance. Prior to the vote, Village Administrator Van Mill gave an overview on the purpose of the ordinance.

Trustee Fischer - Aye Trustee Littrell - Aye Trustee King - Aye Trustee Serafini - Aye

Motion passed on a vote of 6-0.

b. Ordinance No. 17-2072 (An Ordinance Approving an Agreement for Professional Services from Kimley-Horn Concerning a Wayfinding Plan and Signs) First Reading

Following first reading by Clerk Simeur, Village Administrator Van Mill gave an Overview of the ordinance.

Trustee Keast reported on the following:

o Farm Et Fleet's expansion is moving forward.

o "DIG Bourbonnais' Developer's Day at Bear's Camp went very well.

9. PUBLIC WORKS COMMITTEE: Trustee Randy King, Chair

Trustee King reported on the following:

o Brush pickup continues due to recent storms. This has also delayed mowing around the village.

o There are 16 applicants for the sidewalk replacement program.

o Public Works Building on Tomagene sustained roof damage during the recent Storm. o Generator bids were opened today, more to follow.

10. ADMINISTRATION COMMITTEE:

Trustee Angie Serafini, Chair

а. Ordinance No. 17-2071 (An Ordinance Approving and Authorizing an Agreement Between Chicago SMSA Limited Partnership D/B/A Verizon Wireless, and the Village of Bourbonnais Concerning Use of a Cell Tower). First Reading

Following the first reading by Village Clerk Simeur, Village Attorney Dunn gave an overview of the ordinance. A motion was then made by Trustee Serafini and seconded by Trustee Greenlee to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Serafini and seconded by Trustee King to read said ordinance by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Serafini and seconded by Trustee Fischer to adopt said Ordinance.

Motion passed on a vote of 6-0.

11. UTILITY COMMITTEE:

Trustee Jack Littrell, Jr., Chair

a. Resolution No. 17-1281 (A Resolution Approving and Authorizing a Modification of Easements and Partial Release Between the Village of Bourbonnais and Wood River Pipe Lines LLC).

A motion was made by Trustee Littrell and seconded by Trustee Fischer to read said resolution by title only. Motion passed on a voice vote of 6-0.

Motion was made by Trustee Littrell and seconded by Trustee Keast to adopt said resolution. Prior to the vote, Village Engineer Tyson gave an overview of the resolution.

Motion passed on a vote of 6-0.

Trustee Littrell asked Village Attorney Tyson to give an update on the new sewer line. Village Engineer Tyson reported that things are progressing but somewhat slowly. He said that there is a map of the project at the Village Hall and also on the Village of Bourbonnais Website: www.villageofbourbonnais.com.

12. COMMITTEE MEETINGS SET:

o Community 8: Economic Development - Wednesday, August 9, 2017 at 4:00pm. 

o Finance - Wednesday, August 16, 2017 at 4:00 pm.

o Administration - Wednesday, August 30, 2017 at 4:30 pm.

These meetings will be held in the Municipal Center Board Room.

13. VILLAGE ADMINISTRATOR’S REPORT:

Michael Van Mill, Village Administrator

Administrator Van Mill reported on the following:

o The Village is currently reviewing the report by consultants on developing the zoning ordinance, which includes comments and suggestions from stakeholders such as Village business owners.

o Work is continuing on the development of the Village's Wayfinding Signage Program.

o The Village is currently attempting to fill two vacant staff positions. The jobs have been posted internally and externally and interviews are ongoing.

o The Village has been in contact with the EPA to craft a burn permit for the Public Works Department.

o The Village is finalizing multiple annexations and easements.

14. VILLAGE ATTORNEY'S REPORT: None

15. VILLAGE PRESIDENT'S REPORT:

Paul Schore, Village President

Mayor Schore reported that the Chicago Bear's Training Camp was going very well so far. He thanked those who have helped to make Camp the great event that it is.

18. PUBLIC COMMENTS: None.

19. ADJOURNMENT:

A motion was made by Trustee King and seconded by Trustee Littrell to adjourn the regular board meeting. Motion passed on a voice vote of 6-0 and the meeting adjourned at 6:02 p.m.
