Village of Bradley Police & Fire Commission met October 17.

Here is the minutes provided by the Commission:

Members Present: Trustee Gadbois, Trustee Dugan-Roof, Trustee Watson Chief Johnston and Chief Travis

Public Comment-None

Fire Department - Chief Travis

Agenda for meeting was modified to include the Cadet Program

Fire Chief Travis talked about the Cadet Program. This program would encourage and engage young people 16 to 18 years of age to learn about a career in Fire and/or EMS Career, Chief Travis is looking to offer this program after the first of the year. There is no expected cost to the budget as practice equipment for the students is already on hand. Also Chief checked with insurance company to make sure there are not concerns by offering this program and Village Attorney has reviewed all information, made a few changes and application packet is complete.

Motion made by Trustee Watson, Second by Trustee Dugan-Roof to bring to full board. All in Favor. Motion carried.

POC:

Chief Travis discussed the current scheduling of how the POC works with the department. With the current scheduling now there are two full time personnel and scheduled POC. This is not a perfect science to have solid coverage for the department. Chief is planning to bring more information and ideas forward as we beginning the 2018 Budget talks.

Grants:

Recently Chief sent a Lieutenant from the department to Grant School. There it was identified that there are FEMA Grants available where the commitment from the department would be at least 5% - however during the session it was further discussed that if your department is in a position to commit more, then there is a stronger chance of receiving the grant. At this time the department is looking at Power Cots - This will be further discussed during the budget process/Capitol Expense.

Police Department - Chief Johnston

Staffing Level:

This was a continuation from the last meeting - again every Trustee has received a copy of the Staffing Report the Chief has prepared.

2008 there were 34 sworn on the force And in 1980 the staffing minimum was three (3) and this number has not changed in the current CVA that the village follows.

The Village of Bradley is ever growing with both residents and business. It is important that the Public Safety of our Village is maintained.

Attached there are two documents that outline the staffing structure.

1 Lt and 1 Sgt - this will fill a void and streamline daily necessary functions and mandates. The additional Sgt will be assigned in the Detective Bureau.

Chief Johnston is preparing a budget impact for these new positions for the remainder of this budget year - Keep in mind although overtime is already a budgeted item it is hopeful that with these changes we will be able to reduce some of the over-time. By doing this we will also be adding one patrol officer. The staffing number would still be the same - and keep in mind we still have the request in with the COPS Grant for two more patrol officers

It is very clear the department has needs - the Village continues to grow and the department needs to be able to grow too - to provide the public safety to residents as well as our retail/commercial and business areas.

The committee agreed to continue to discuss and review the information provided by the Chief and the committee will bring this before a November board meeting.

Road Dedication - the 20th anniversary of Will Lewis will be in November 2017. Chief discussed that invitation will be going out for a November 17, 2017 event. The County did approve and provide a signed resolution for Armour Road - both our State Rep and Senator have been given this information to work on the State approval for

the Bridge dedication. There will be a blood drive in honor of Will Lewis on November 2, 2017 here at the Village.

Trustee Dugan-Roof moved to adjourned at 5:53 pm - second by Trustee Watson. All in favor, motion carried - meeting adjourned.
