The regular meeting of the Bradley Village Board was called to order on Monday, October 9, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided. Roll call: Trustees Gadbois, Watson, Dugan-Roof and Barber. Trustee's Balthazor and Redmond and were absent

AGENDA

Mayor added

o 14 2 Aqua rate increase discussion

o 13 B Police & Fire Committee meeting report from Trustee Gadbois

A motion was made by Trustee Gadbois and seconded by Trustee Dugan-Roofto approve the agenda with the changes made. (4 ayes 0 nays 2 absent) Motion carried

PRESENTATION OF MINUTES

A motion was made by Trustee Watson and seconded by Trustee Gadbois to approve the minutes of the Regular Board meeting dated September 25, 2017 as printed and presented. (4 ayes 0 nays 2 absent) Motion carried

MFT Report for September 2017

Beginning Unobligated Balance $246,818.79

Proclamations

o Mayor proclaimed October 8-14, 2017 as Fire Prevention Week

o Mayor proclaimed October 2017 as National Breast Cancer Awareness Month

Mayor read a correspondence from the Illinois Municipal League it stated that the State of Illinois is cutting $300 million dollars out of the IDOT budget. This could the North Street overpass in some jeopardy he will know at a later time.

Mayor congratulated Chief Mike Johnston and Sgt. Brandon Jensen on competing and completing the Chicago Marathon.

PUBLIC COMMUNICATIONS

o Tim LaVoie - 616 Juniper Lane - People going to fast on residential streets 4-way stop sign on Ponderosa.

REPORT OF VILLAGE OFFICERS AND DEPARTMENT HEADS 

PUBLIC WORKS Director Memenga gave his report for the month of September 2017.

Utilities

o 9 service requests were generated and or closed out in September

o The RJN has completed the smoke testing in Blatt Subdivision, they will now be testing manholes

o Peacock Lane drainage project was started and completed

o Site Prep was completed and the installation of new equipment was completed September 30 at Blatt 

Parks

o Border sidewalk will be installed by in-house personnel in October. 

Streets

o Street Sweeper to clean 130 +/- miles of streets

o Performed 6 enforced mowing requests

o Filled approximately 45 potholes

General

o 213 JULIE locates were received and performed since June

o Flags on the light poles on Broadway will be replaced in the future

BUILDING STANDARDS - Director Pallissard report for September 2017.

o 133 Building permits

o 0 Single Family Homes

o 12 Single Family Year to Date 

o Construction value $1,747,370.00

o 13 Building permits Enterprise Zone 

o Construction value EZ S1,016,284.00

o Permit fees charged $9,800.00 

o 525 Inspections

o Rental program - 509 Registered Landlords

PRESENTATION OF BILLS AND ACCOUNTS

A motion was made by Trustee Dugan-Roof and seconded by Trustee Barber to pay all bills and accounts by recommendation of the Finance Committee. (4 ayes 0 nay 2 absent) Motion carried

REPORT OF SPECIAL COMMITTEES

There was no report.

REPORT OF STANDING COMMITTEES

ORDINANCE KRI TECHNOLOGY

1. O-10-17-1 an Ordinance authorizing the sale of Personal property owned by the Village of Bradley, Kankakee County, Illinois (1 reading)

A motion was made to waive two readings by Trustee Gadbois and seconded by Trustee Dugan-Roof (5 ayes 0 nays 2 absent) Mayor voted Motion carried

A motion was made to adopt O-10-17-1 by Trustee Gadbois and seconded by Trustee Dugan-Roof (4 ayes 0 nays 2 absent) Motion carried

Trustee Gadbois has 2 Committee meetings to announce. 

Broadway Redevelopment meeting will be held on Monday, October 16, 2017 at 6:00 p.m. 

Discussion will be on the Christmas parade and safety. 

Police & Fire meeting will be held on Tuesday, October 17, 2017 at 4:00 p.m. 

Fire will be discussing the Cadet program and POC Firefighters 

Police will be discussing staffing

UNFINISHED BUSINESS

Refunding of Rt 50 TIF Bonds - Ehlers gave a presentation at the Finance Committee to Refund the Rt 50 TIF Bonds the Finance Committee did recommend this to the Board.

A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to refund the Rt 50 TIF Bonds (4 ayes 0 nays 2 absent)

Aqua Rate increase discussion - Trustee Watson wanted to discuss whether we wanted to oppose this rate increase because of the liability to our residents and increased water fees. Trustee Gadbois stated in the past we had not taken any formal stance on the Aqua rate increases. The Illinois Commerce Commission will hold hearings; you can go to their website to express your concerns either way.

NEW BUSINESS

There was no new business

A motion was made to go into Executive Session at 7:02 p.m. by Trustee Dugan-Roof and seconded by Trustee Gadbois on a unanimous aye vote.

Executive Session 5ILCS 120 (2)(c) 1 & 6 to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation.

Back in Regular Session at 7:24 p.m.

ADJOURNMENT

A motion was made by Trustee Watson and seconded by Trustee Dugan-Roof to adjourn the meeting. The meeting was adjourned at 7:24 p.m. on a unanimous aye vote.
