Village of Manteno Public Works Committee met September 26.

Here is the minutes provided by the Committee:

Mayor Nugent called the meeting to order at 7:00 a.m.

Motion: A motion by Trustee Phillips, second by Trustee Gesky, to approve the minutes from the August 29, 2017 meeting. Voice vote: Ayes - Crockett, Dole, Gesky, Martin, Phillips and Nugent. No nays. Motion approved.

No Public Participation

Discussion Items:

• Second Street Update

The work on the catenary lights continues. A representative will be in the Village on Wednesday to show how to use the system. Mr. Hanley will check on the warranty and who can work on the lights if repairs on needed. Poles have been ordered for the stop signs and the fence and planter boxes are in.

The top three names for the area have been chosen. The name will be announced on October 7th at 3:15 pm. The Village will talk to Jerry Pearce about getting a temporary sign for the reveal. A formal plaque will be ordered.

• South Swale Project

The landscapers are planning to be finished by the end of this week. Signage will be ordered that state “No motorized vehicles allowed on path” and possibly a golf cart with a line through it. Pet stations and signage to pick up after dogs will also be added.

• WPCC Sale Update:

The ordinances for the sale of the sewer system were approved on September 18th. The paperwork will be sent to Aqua. Due to the absence of 2 trustees, the ordinance selling the real property assets needs approval by a 3/5 vote. The motion to ratify the passage of the Ordinance will be placed on the October 2nd agenda.

• Concrete Lifting Pump

Mr. Hanley has reviewed the purchase of a machine that the public works department could use to lift sidewalks. The cost of the machine is $16,000. Annually we rent a machine for $3,000 - $5,000 dollars. This is a budgeted item.

• Heritage and Legacy Park Rubber Mulch

Cost to add rubber mulch to Heritage Park is $19,775.00 and the cost to add rubber mulch to Legacy Park is $16,000.00. Manteno Township would pay half of the cost for Legacy Park. This is a budgeted item.

Mr. Hanley sampled a new product that could be used around the trees along Main Street instead of regular mulch. The sample is near a tree across from St. Joseph’s Church. Mr. Hanley will get a cost estimate and possibly budget for this in the FY 18-19 budget.

• Additional Stop Sign Request – Longfellow and Sandburg

A resident has asked for an additional stop sign at the intersection of Longfellow and Sandburg. Mr. Hanley will check area for right-of-way. The village code will need to be updated with a new stop sign.

• Railroad Quite Zone

Mr. Aggen stated that the railroad uses a point system to rate the intersections in the village to determine if a quite zone can be initiated. Mr. Aggen presented a memorandum with the details. Kankakee County would have to agree since one of the intersections is located on a County Highway. Also the village would need to check on insurance liability especially due to the pedestrian crossing. There may be more costs associated with the pedestrian crossing in order to make sure it is safe. Mr. LaRocque will talk to other villages who may have quite zone crossings for pros and cons and how their insurance is affected.

• IMRF Vehicle Allowance Resolution

A new state law now requires the passage of a resolution if the village wants to continue to allow for vehicle allowance to be considered as IMRF earnings if the employee began participation before August 25, 2017. Mr. LaRocque receives a vehicle allowance. The resolution will be placed on the October 2, 2017 agenda.

• Misc.

o A contract meeting with the Operator’s 150 is set for today at 10:00 am.

o The Reiter family, who donated the land for Rock Creek Park, would like to order their plaque for the name of the Rock Creek Park. The agreement will be checked to see who has the authority to name the park.

Trustee Crockett exited meeting at 7:57 a.m.

o The County will be starting the mill and overlay of Division and overpass of I-57 this week.

o The north swale project may have to have some utilities relocated. ComEd is working on their own research to see if there is an easement that is not showing up on the title work.

o IDOT has given their approval for the placement of the cameras on I-57.

Motion by Trustee Dole, second by Mayor Nugent to adjourn meeting at 8:02 a.m. Voice vote: all ayes, no nays.
