Kankakee County Highways and Buildings Committee met October 12.

1. Call to Order

The meeting was called to order by the Committee Chairman, Mr. McConnell, at 9:00 a.m. Quorum present.
2. Public Comment

3. Approval of Minutes: September 14, 2017
Mr. Olthoff made a motion to approve the minutes, and Ms. Parker seconded it. Motion carried with a voice vote.
4. Highways - Mark Rogers
• Bidding and Letting – None
• County Engineer’s Pay Estimates
Ms. Peters made a motion to approve the pay estimates, and Mr. Olthoff seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. LaGesse, Mr. Vickery, Mr. Olthoff, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.
• Resolutions
a) 2018 County Motor Fuel Tax Resolution
Mr. Wheeler made a motion to approve the 2018 County Motor Fuel Tax Resolution, and Mr. LaGesse seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. LaGesse, Mr. Vickery, Mr. Olthoff, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.
Mr. Rogers asked that, before the end of the year, the committee approves to replace a maintenance worker who resigned last week. This is already in his budget.
Mr. Rogers stated that the Illinois Department of Transportation’s (IDOT) amended budget will affect Kankakee County as the budget cut for the County is approximately $133,000. Ms. Parker made a motion to move the request for a resolution regarding Motor Fuel Tax loss of funding to the Executive Committee, and Mr. Mulcahy seconded it. Motion carried with a voice vote.
5. Buildings - Brian Gadbois

• Financial Report
Mr. Gadbois reviewed and discussed the above reports with the committee.
• Building Report
Mr. Gadbois stated that, in Room 209 of the Courthouse, an accessible work station and doorway for one of the two Illinois self-representative litigant’s computer systems needs to be installed/remodeled and is mandated to do so by January 1, 2018. He is working with the Circuit Clerk’s office and the Attorney General to ensure compliance. All ADA parking lot signage is complete. Nordmeyer is working on making various ADA signs for inside the Courthouse.
Mr. Wheeler introduced Pam Fogarty, County ADA Coordinator, to the committee. He asked that she be kept apprised of information regarding ADA issues.
