1. Call to Order

           Roll Call

The meeting was called to order by the Committee Chairman, Mr. McConnell, at 9:00 a.m. Quorum present.

2. Public Comment

Helen DuFour, President of the Kankakee Women’s Club, commented on adding some kind of

recognition somewhere on the Courthouse lawn in honor of the three governors from Kankakee.

3. Approval of Minutes: January 11, 2018

Ms. Parker made a motion to approve the minutes, and Mr. Hildebrand seconded it. Motion carried with a voice vote.

4. Highways - Mark Rogers

Mr. Hildebrand made a motion to accept the lowest bids upon review, and Ms. Peters seconded it. Motion carried with a roll call vote of 8 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Liehr.

           County Engineer’s Pay Estimates

Mr. Hildebrand made a motion to approve the pay estimates, and Mr. Tripp seconded it. Motion carried with a roll call vote of 8 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Liehr.

      Resolutions

          a) Resolution for the Emergency Repair of the Timber Pilings on a Bridge on the LivingstonKankakee

              County Border and Appropriating County Joint Bridge Funds for That Repair

Mr. Rogers stated that the structures are on the County lines of Livingston and Kankakee Counties, and both are now closed per a state rating. Livingston County has contracted to repair the south bridge, and he needs to authorize County funds to repair the bridge.

Mr. Tripp made a motion to approve the resolution, and Ms. Peters seconded it. Motion carried with a roll call vote of 8 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Liehr.

          b) Resolution Authorizing Participation in the State of Illinois Federal Surplus Property

              Program to Obtain Surplus Property for the Highway Department

Mr. Rogers stated that the program is for local government agencies to receive surplus equipment. If something comes up, they would have access to purchase it or get it for free.

Ms. Webber made a motion to approve the resolution, and Ms. Peters seconded it. Motion carried with a roll call vote of 8 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. Mulcahy, Mr. Hildebrand, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Liehr.

5. Buildings - Brian Gadbois

Mr. Gadbois reviewed and discussed the above reports with the committee.

Mr. Gadbois stated that, as this committee knows, a water main broke in the Treasurer’s building, so the State’s Attorney’s files need to be moved, and there are over 100 boxes. He asked ServPro for an estimate to move the boxes to the old Veteran’s Assistance Commission building, and they came back with a price of $1,050. He is beginning to get estimates to raze the building, so he would like to get the files moved soon.

Mr. Hildebrand made a motion to adjourn the meeting at 9:46 a.m., and Ms. Peters seconded it. Motion carried with a voice vote.
