Regional Tourism Grant - 2025 Events. $50,000 provided by the Village of Westmont from the Village's Convention & Tourism Fund and an additional $50,000 tourism grant to the Village provided by DuPage County. This grant assists the FMC Natatorium to be able to offer competitive pricing for their national events, drawing in tourists from across the county to the Village.

i. Fee Waiver - Independence Day Celebration - 2025

Board to consider an ordinance approving a waiver of the fireworks permit fee for the Westmont Park District for the Independence Day Festival at Ty Warner Park.

Background of Subject Matter

This is an annual celebration at Ty Warner park and has been successful for many years. Other aspects of this event were approved at the 6/12/2025 Village Board Meeting. This request is specific to waiver of fees for fireworks.

ii. U.S. Luge Tryouts - 2025

Board to consider an ordinance approving the following requests from the USA Luge for their 2025 Slider Search tryouts on August 17, 2025.

1. Street and Public Right of Way Closures: South Cass Avenue between 55th Street and West Dallas Street from 7:00 a.m. to 6:00 p.m.

2. Community Events permit

Background of Subject Matter

This event has been in Westmont many times and is always well

received. The street closure will impact access to South Cass Avenue from East Dallas Street, along with East and West Des Moines Street.

a. Vision & Vibe - Temporary Liquor Fee Waiver Request

Board to consider an ordinance approving a temporary liquor license fee waiver request for the Vision & Vibe Festival on September 13 & 14, 2025.

Background of Subject Matter

The Vision & Vibe Fest is a new event being coordinated by the Village of Westmont to celebrate all things creative and artistic. The event will take place at Veterans Memorial Park on September 13 and 14, 2025. Wine will be sold and served by Taurasi from the hours of 11:00 am - 7:00 pm.

Additional Background

The cost of a temporary special event liquor license is $100 / day.

b. Subdivision and Site and Landscape Plan Approval - 701 Oakmont Lane

Board to consider an ordinance approving requests from Ryan Companies US, INC., for the property at 701 Oakmont Lane, Westmont, Illinois, 60559, for the following:

1. Preliminary Plat of Subdivision to subdivide one (1) lot into two (2) lots in the O/R Office Research District.

2. Final Plat of Subdivision to subdivide one (1) lot into two (2) lots in the O/R Office Research District.

3. Site and Landscape Plan

Background of Subject Matter

The existing lot is utilized for parking by the tenants at 700 Oakmont Lane. A certain amount must be maintained per their agreement with the property owner. The proposed new lots meet the minimum standards set by the Land Development and Zoning Ordinances. While there are no current building plans for Lot 2, there is a plan to redesign the parking lot on Lot 1. This redesign aims to accommodate future redevelopment on Lot 2.

Additional Background

The owner has provided an easement to the Village for the water tower, ensuring access for maintenance. The applicant has also prepared plans for

required improvements, including sidewalk easements and sanitary sewer expansion plans along Oakmont Lane. A site and landscape plan have been provided, which includes improvements, rework, and re-stripping of the eastern portion of the existing parking lot. Due to the proposed subdivision, the petitioner is required to amend the approved site plan of the property and adjust the parking lot to complete the existing design. All minimum off street parking spots are still being met.

Recommendation

At its meeting on June 11, 2025, the Planning and Zoning Commission recommended approval of both the Site & Landscape Plan and Preliminary Plan requests (6-0, with one absent).

c. Site and Landscape Plan - 801 North Cass Avenue

Board to consider an ordinance approving a request from HTW, L.L.C., for the property at 801 North Cass Avenue, Westmont, Illinois, 60559, for the following:

1.Site and Landscape Plan approval for an emergency generator.

Background of Subject Matter

The petitioner has requested approval of a site and landscaping plan to accommodate the installation of an emergency generator. The site and landscape plan substantially complies with the Village’s requirements.

Additional Background

The site and landscape plan include a proposed generator and concrete pad for the existing medical office user. The generator area will be screened by a metal utility screen with landscaping. Protection in the form of bollards is also proposed around its perimeter. To accommodate the generator, the petitioner plans to re-stripe the parking lot, aiming to preserve the current number of parking spaces and ADA-compliant spaces by removing unnecessary loading spaces.

Recommendation

At its meeting on June 11, 2025, the Planning and Zoning Commission recommended approval for the Site & Landscape Plan request (6-0, with one absent).

d. Annual Comprehensive Financial Report (8-month stub period) Board to consider a motion accepting the Annual Comprehensive Financial Report for the 8-month period ending 12/31/2024.

Background of Subject Matter

State statute requires the Village to have an annual audit of its financial records and produce an annual financial report. The Village's audited financial report for the 8-month period (5/01/24-12/31/24) is ready for Village Board acceptance.
