The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.
Motion by Dole, seconded by Gesky, to waive the reading of the minutes and approve the Regular Meeting minutes of February 5, 2018. Motion approved: 6-0 (Crockett abstained)

Village President’s Report: Timothy Nugent:
Resolution 17-18 – A Resolution approving an extension to an Intergovernmental
Agreement between the County of Kankakee, City of Kankakee, City of Momence,
Village of Bourbonnais, Village of Bradley, and the Village of Manteno for the promotion
of tourism. This is an extension of the agreement that the village approved several
months ago. All of the other government bodies have not approved this agreement by
the deadline of March 31, 2018. This extension will be until October 31, 2018. This
allows the KCCVB to continue to operate as normal.
With the melting snow from Saturday and rain today, the village has a few street
closures due to high standing water. All residents need to be careful and obey the signs
and not drive around the road barriers.

Next Properties & Recreation Committee meeting will be Wednesday March 21, 2018 at
7:00 pm in the Village Board Room.
Public Safety and Health-Dole
No action items on the agenda
The Public Safety Committee Meeting has been moved to Wednesday March 14, 2018
at 7:00 am at the Village Hall conference room.
Village is starting a new program: Lifestyle 360. This will replace the monthly Senior
Safety meetings and is open to all ages. The meetings will be held from March –
October, third Tuesday of each month. The first meeting is March 20th from 9:00 –
10:00 am. The meeting will be held at the Manteno Library due to the Primary Election
at the Community Center. The program will be “Meet the Mayor”.
Planning and Zoning- Crockett

The next Planning and Zoning Committee meeting is scheduled for February 27, 2018 at
7:00 am at the conference room at Village Hall.
Next Planning Commission meeting will be Tuesday March 13, 2018 at 6:00 pm at the
Village Board Room.
Finance: Gesky
Ordinance 17-29 – An Ordinance amending Title 3, Business Regulations, Chapter 12,
Peddlers, Solicitors and Canvassers, by amending Section 4, Permit and Badge Fees, of
the Municipal Code for the Village of Manteno. The fees for permits and badges will
increase and this ordinance reflects the new costs.
Ordinance 17-30 – An Ordinance of the Village of Manteno, Kankakee County, Illinois,
establishing an Investment Policy for Public Funds. With the sale of the sewer system,
the Village Attorney was asked to review how funds can be invested. The policy
establishes the procedures.
Payment of bills in the amount of $127,074.95 ( includes TIF#1 bills of $4,011.49 and
TIF#3 bills $600.00)
The next Finance meeting will be held Wednesday March 14, 2018 at 7:00 am at the
Village Hall Conference Room.

Motion by Gesky, seconded by Boyce, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion Approved 6-0.

Trustee Boyce: None
Trustee Martin: Great job by the Jim Hanley and the Public Works Department over the snow
removal this past week.
Trustee Dole: Be careful driving with all the water that is around town.
Trustee Crockett: None
Trustee Gesky: None
Trustee Phillips: There is a lot of flooding around town, be aware and careful.
Motion by Boyce, seconded by Martin, to adjourn the meeting at 7:10 pm. Motion approved 6-0.
