Here is the minutes provided by the Council:

MAYOR WELLS-ARMSTRONG: I would like to call the meeting to order. We will start with a prayer by Major Nik Montgomery from the Salvation Army Church.

MAYOR NIK MONTGOMERY: Let‟s pray. Holy God My Father thank you for the many blessings that our local community has. I pray for those in offices that govern this community and I pray Father God that they will make wise and Godly decisions which are always in the best interest of our community. I‟m so glad that we have the freedom to speak up and vote for those that oppose to certain values and even if I differ from these leaders I pray for them to be blessed by you God. Also those that are in law enforcement, please protect them in their line of duty. So, that they might protect those of us who place our trust in them. God, please bless these men and women in City governments, the Mayor‟s office, commissioners and all elected officials and certainly those whom put themselves in harm‟s way like the police, fire fighters and the EMS workers. Father God, I am so thankful that we have all of these. And as we place our trust in you, we know that Your word says that You will protect us. In the name of Jesus Christ, my Lord and my Savior. Amen.

PUBLIC COMMENTS

MAYOR WELLS-ARMSTRONG: Moving on to Public Comments. Please give your name and direct your comments to the Mayor. Comments are limited to five minutes and we will start with Alonzo Cephus.

MR. ALONZO CEPHUS: Thank you Mayor. I have a plumbing problem at 395 Albert Street. I bought surplus property in Kankakee to help try to beautify the City; to bring properties back up to Code but this one property I bought has a sealed cap on the sewer line; on the sewer line a sealed cap. It‟s on the property.I have several problems, I sent a couple letters, talked to my Aldermen and I talked to several people that came out to the property. Aqua came out and the sewer line, I had a plumber to come out and repair the sewer line but the line is still capped, the City still has the property capped off. I have been paying sewer bills on this property for two years to Aqua and it is capped off. My people who are renting the property is saying, Man.I received a letter from the City Attorney saying that umm that it is my responsibility to go on the City property and uncap the sewer line and get a plumber. I said well, I can‟t do that because if something happens to someone else‟s line then I am responsible for their line. So, I am investing in the City trying you know, to beautify the community and help out but I have one problem and I have been slowed down by this sewer problem. I was wondering if someone could talk to somebody in the EPA or whatever to get my sewer line uncapped. When you buy surplus property all the bills are cleared, there are no liens on the property or anything from the previous owner or things of that nature so I am pleading to the masses my 7th Ward whoever I need to, to get my sewer line uncapped. Thank you Mayor.

PRESENTATION BY PROPERTY MANAGER DANIELLE FRAVEL FROM MERCY HOUSING

Communications I will start with Item B: A presentation by Property Manager Danielle Fravel from Mercy Housing.

MS DANIELLE FRAVEL: Good Evening everybody, as the Mayor said, my name is Danielle Fravel. I am the property Manager for River Station Senior Residences, the Mercy Housing Development for Senior’s 65 and older.behind St Mary’s Presence Hospital. We are currently taking applications. We have 48 tenants in the building that are 65 and older for. To qualify for a household of one their annual gross must be under $27,180.00; for a household of two, $31,080.00 plus they must pass the credit check, criminal check and a five year landlord history in order to qualify. Any members or friends that are looking for housing under those guidelines feel free to give me a call, I’d be happy to meet with them; get them on or waiting list. There is such a need for seniors in the community. As of right now we have 196 seniors that have applied for the property. So, my contact information is dfravel@mercyhousing.org my direct line is (815) 401-9270. The office is open from 8:00A.M. to 12:00 P.M. Monday thru Friday and 1:00 P.M. to 4:30 P.M. we have set a goal to be one hundred percent occupied by May 31st, 2018. I have pre applications with me, some flyers and business cards that I can leave with you tonight if you would all like to circulate them I would greatly appreciate it. Does anybody have any questions?

ALD CURTIS: Are the rental rates set? Do you have what the rates are?

MS. DANIELLE FRAVEL: The Rents.thirty five are all for low income and they are thirty percent of their gross income. Thirty five are project based vouchers through the Housing Authority, and thirty five apartments are market rate. We do accept the Section Eight Voucher for those market rates as well. I have a model unit set up and you are welcome to stop by anytime during office hours to if you would like to tour the building. We are scheduled for an Open House on April 19th at 11:00A.M. Are there any other questions?

ALD O’BRIEN: Is there a criterion for assigning people from the waiting list or is it a first come first serve?

MS DANIELLE FRAVEL: It is a first come first serve, we give the veterans preference. For veterans that are homeless or in imminent danger of being homeless they are referred from the.assistance commission. The waiting list is updated on an annual basis in November. So, all the people that are on the waiting list they will get paper work from me and update that every November. Any other questions?

RECOGNITION OF PROMOTION FOR DARIN LOY TO CAPTAIN AND CHRISTOPHER SALAZAR, TO LIEUTENANT OF THE KANKAKEE FIRE DEPARTMENT, EFFECTIVE MARCH 1, 2018

MAYOR WELLS-ARMSTRONG: Alright moving along, we have recognition of promotion for Darin Loy to Captain and Christopher Salazar to Lieutenant of the Kankakee „Fire Department effective \ March 1st, 2018.

CHIEF SCHULDT: Okay, Good evening everybody. We have two promotions for the Fire Department so I will bring them up one at a time. The first on is going to be Darin Loy, would the family please come up here.We will continue with our ceremony that we have done. I just want to reiterate that we don‟t give.away. There is a lot of time and effort in the process to get to this point and Darin has certainly done that. Darin has almost 23 years with the Kankakee Fire department and yes he is Captain effective March 1st. We are going to have his family members put his pins on him. Darin has extensive knowledge with all his years of experience and he is going to be running one of our 24 hour shifts as Shift Commander. The next one I want to bring up is Chris Salazar, would you please come up. He has gone through our extensive process as well. Chris brings a lot of enthusiasm to the job and we are certainly happy to have both of these individuals in these positions.both of these promotions took place effective March 1st approved by the Police and Fire Commission. So Ladies and Gentlemen Lieutenant Chris Salazar. Thank you.

RANDALL KRAUSE IS REQUESTING PERMISSION ON BEHALF OF DBSA STAMINA KANKAKEE, FOR A STREET CLOSURE FROM THE CORNER OF SCHUYLER AVENUE TO MERCHANT STREET TO HOST THEIR “SPRING INTO MENTAL HEALTH FAIR”, AT THE FARMERS MARKET PARKING LOT ON SATURDAY, JUNE 9, 2018 FROM 3:00 P.M. TO 5:00 P.M.

MAYOR WELLS-ARMSTRONG: Congratulations again to both of you and Thank you to the department and families for coming out to support this evening. Next we have Randall Krause requesting permission on behalf of DBSA Stamina Kankakee for a street closure from the corner of Schuyler Avenue to Merchant Street to host their “Spring into Mental Health Fair” at the Farmer’s Market Parking Lot on Saturday, June 9th, 2018 from 3:00 P.M. to 5:00 P.M. and I will turn it over to Randall.

MR. RANDALL KRAUSE: Basically what this fair is going to be is like a Farmer‟s Market setting to promote mental health resources.tables and tents.to come and network with each other.to let others know what services they provide. We are encouraging the community to come out there. So, if a young person has suffered abuse or have a mental health crisis they will know what organization offers mental health services case management. One may say, my son is dealing with this I know who to call; I know what to get. With the suicide amongst young people, I feel it’s necessary to know what is provided as well as if someone comes to Thresholds and we can‟t provide a service we can say Riverside provides this service or St Mary‟s provides this service so we can pass it along to somebody else. We will have. and we will have Speakers. We are providing a reference finder to be at one of the tables and also have a sponsorship for whoever wants to have their names on the back of the shirts to decrease the number of suicides and everything else.and crisis.to create an opportunity for the community. ALD KENNEDY: So Randall will they be able to sign up for services at that time or just meet the providers.

MR. RANDALL KRAUSE: If they have.they can talk with the people there to sign up and bring it back to them and do what they have to there. Mostly it will be an opportunity to see what is offered so they can go back to Threshold or Riverside.

ALD KENNEDY: One more question

MAYOR WELLS-ARMSTRONG: Yes Mam.

ALD KENNEDY: Will it be open to the entire community.there is no age restriction?

MR. RANDALL KRAUSE: There is no age restriction. It‟s going to be just like the Farmer‟s Market we are just going to be there and everybody can come out. KCCASA will be there, I myself am a survivor of sexual assault and the services of KCCASA is where victims can get help Members of the community can speak up and say I am a survivor and say I can get help from them..stop the stigma, stop being quiet and let‟s talk about it.

ALD KENNEDY: One more question..Do you have a flyer or anything like that we can actually.

MR. RANDALL KRAUSE: Well.I do but I didn‟t want to do anything until this was approved.There is a.Spirit of Mental Health.I have a Logo, I have all the paper work pretty much ready.I just wanted to get it approved first before I.sponsors.

MAYOR WELLS-ARMSTRONG: Any other question? Thank you Randall.

MR. RANDALL KRAUSE: We do have our number.all proceeds will back into the programs so the money will actually be used throughout the year to provide education for the schools and community every year.

STANDING COMMITTEES BUILDING AND CODE - THURSDAY, FEBRUARY 15TH, 2018

MAYOR WELLS-ARMSTRONG: Opposed same sign. Motion carries. Moving on to our standing committee reports. We have Building and Code – Thursday, February 15th, 2018 and that will be Alderwoman Kennedy.

ALD KENNEDY: Thank you Mayor. The Building and Code, we met at 5:30 P.M. it was a very, very, short meeting. The only thing we talked about.which I have to make an appointment with you to discuss with you more is the Chapter 16 change for that Ordinance about Solid Waste. That was pretty much it and we left.

ECONOMIC DEVELOPMENTE – THURSDAY, FEBRUARY 22ND, 2018

MAYOR WELLS-ARMSTRONG: Thank you Alderwoman Kennedy. Moving on to Economic Development which was held February 22nd, 2018. Alderman Tetter.

ALD TETTER: Thank you Your Honor. The meeting was held on the 22nd. Alderwoman Malone Marshall was not present due to a family emergency. There were several topics discussed. The Vice Chairman of the Committee brought forth several issues.discussed the possibility to constructing the budget for 2019. We will be looking to find capital for the project. Alderman Curtis.flow of property taxes.approaches that will enhance our function.located at 1905 East Court Street.request of Director at CDA.for the Chairperson of CDA Alderman Mike O‟Brien asked this Committee to take that matter up and we sis. „There was discussion regarding that property and we pretty much decided by the Committee that the motion made by Alderman Curtis that 1905 East Court Street.There was also questions raised regarding Auto Lab and Auto lab Personnel will be at the next meeting. All interested parties that may have questions regarding that may attend. There were also questions regarding the Rickey Rockets status and the Fountain Square Project. There. (Microphone too low)

NEW BUSINESS RECOMMENDATIONS TO ACCEPT THE ENGINEERING PROPOSAL FROM PIGGUSH ENGINEERING, INC., OF $29,660.00 FOR THE AMERICAN DISABILITY ACT (ADA) COMPLIANCE TRANSITION PLAN, FEBRUARY 27TH, 2018

MAYOR WELLS-ARMSTRONG: Motion carries. We have no unfinished business. Moving onto Item 12A. We have a recommendation to accept the Engineering proposal from Piggush Engineering of $29,660.00 for the American Disability Act (ADA) Compliance Transition Plan February 27th, 2018 and I will defer to Neil.

NEIL PIGGUSH: Thank you Mayor. The City did a transition plan back in

2014 mainly related to public buildings.access to and inside of buildings. In 2014, later that year there was a complaint from residents regarding access of public buildings on sidewalks. In 2016, the Attorney General Office came out to the City and did a walk through. There is a list tonight with about 27 items that needs to be addressed.they would also like an updated plan and also requested that the City do an additional survey of all of the City curb ramps. This is originally due on March 1st and we have requested an extension to September 30th, 2018.

MAYOR WELLS-ARMSTRONG: Thank you Neil. May I have a motion to accept the proposal?

ALD BROWN: Mayor, I guess the big question is where is that money coming from. What account is that coming out of?

NEIL PIGGUSH: That would ultimately be up to the Council to decide since this is not of the eligible expense. It would be up to the Council to decide which one it will come from.

MAYOR WELLS-ARMSTRONG: Elizabeth, are we looking at the General Fund or.

ELIZABETH KUBAL: All the changes.yes it will be the General Fund Account.

ALD BROWN: Do we have the money in the fund?

ELIZABETH KUBAL: I don‟t know if the.will be enough.a lot of the.has been promised to other projects but this is a priority and we will figure the situation out.

ALD BROWN: Thank you.

MAYOR WELLS-ARMSTRONG: Neil, you said this is not MFT eligible correct?

NEIL PIGGUSH: No, this is not MFT eligible since it is not related to a specific property.

MAYOR WELLS-ARMSTRONG: Okay, Thank you. Any other questions? Alderman Curtis.

ALD CURTIS: In the past we have done some surveys.it seems like in the past we have done surveys like this.is there a way we can use and reference.as a response to the Attorney General to save on cost.

NEIL PIGGUSH: The existing plan does need to be updated.with the City curb ramps, public buildings, parking lots and sidewalks.with two public buildings and public access accessible.that may be the plan back in 2014 but that will have to be updated per their request.

ALD CURTIS: Is that the.Is that what the $21, 000.00 for?

NEIL PIGGUSH: Yes it is for that and all the surveys, all the curbs the City has jurisdiction over. So we will be inventorying all the City sidewalks or curb ramps and outline a cost associated to bring them up to code for current ADA as well as coming up with a plan.

ALD CRAWFORD: Over the last few days myself and Alderman Osenga have received several calls from people that use their bike to commute from Kankakee to Bourbonnais and Bradley. We are wanting to know when the bike path on the bridge will be opened up?

MAYOR WELLS-ARMSTRONG: We had a discussion the other day and we were waiting on signage. Pete is not here, Neil do you have an update?

NEIL PIGGUSH:.the status of the signage.multiple.on the signage, rules for the bridge. So.

MAYOR WELLS-ARMSTRONG: We are aware of it Alderman. There is a ribbon cutting too. I will send to you guys for that. Did somebody else.Alderman Baron?

ALD BARON: I would like to remind everybody that the regular scheduled Budget Committee meeting which would have typically been on the.is going to be this Wednesday night at 5:30 P.M. in the training room downstairs. We will be discussing the usual review of the expenses and also will be discussing a proposal to review the.City taxes and sales taxes that will be Wednesday. I urge everybody to attend.

MAYOR WELLS-ARMSTRONG: Anybody else? Okay, I just wanted to take the time to Publically thank Public Works.Bert is here, Pete, Mr. Simms, and everybody that pulled together during the flood. We had our first flood and also Neil worked closely with me making sure the bridges were safe and being proactive in making sure that we shut things down. Chad Gessner our Emergency Management Coordinator, every day we were on the phone trying to figure out how to keep everybody safe. We had no injuries, no loss of life so I am grateful for that and we got though this. The city functioned properly. I did call a meeting this Monday with our team: Public Safety Team ad everything ran smoothly. We did put dumpsters out. I have been putting out press releases, talked with Alderman Baron over the weekend to check in with him and at this time, damage assessments are being completed by the County. We still have a few dumpsters out and if any needs anything don‟t hesitate to let me know. That‟s City Council Members and residents. We didn‟t get any calls. Carolyn and I checked voice mails at the office all weekend to make sure that people were okay and we didn‟t get any calls from any one. So if anyone is in need of anything, please let us know so we can be helpful. Alderman Curtis.

ALD CURTIS: Do you have any idea how long they will have to use those dumpsters?

MAYOR WELLS-ARMSTRONG: I believe they plan to pull them mid-week by Wednesday.

BERT DEAR: We are pulling one from Beckman Park tomorrow. We are still brining another one in. They are only using the one at Bird‟s Park on Station Street. There are a few people that used the one on Water Street there. That one is probably half full.

ALD CURTIS: So will there be a dumpster for them this weekend also?

BERT DEAR: We are going to pull it tomorrow depending on how fast it fills up, I‟m sure. There were so many dumpsters we were allowed to pull in.it‟s costing us about $500.00 roughly per dumpster. We used.two of them are in the Aroma Park area and four are in Kankakee.

ALD CURTIS: Can we let the residents know they have another weekend or will we be done this week?

BERT DEAR: I have no problem with that.

MAYOR WELLS-ARMSTRONG: Okay.

BERT DEAR: Alderman, we can bring one in tomorrow.

ALD CURTIS: I just thought if they had a second weekend that would help.

MAYOR WELLS-ARMSTRONG: Okay that‟s fine.

MAYOR WELLS-ARMSTRONG: Nobody has used Birds Park.

BERT DEAR: Nobody has used it. You can also let them know there is one at Bird Park and it cost us.to use it so if we have to take it to another Park we may as well use that one.

MAYOR WELLS-ARMSTRONG: So you are requesting that we leave it there through the weekend and we will pick them up next week.

ALD CURTIS: Give them a second weekend.

BERT DEAR: That‟s it. and Aroma Park. The one at Bird‟s Park is right across from the Administration Building.
