Here is the minutes provided by the Committee:

Members Present:

Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, and Ms. Parker

Members Absent:

Ms. Polk, Mr. Hildebrand, Mr. Einfeldt, Ms. Evans, Ms. Parker, and Mr. Ritter

1. Call to Order

The meeting was called to order by the Committee Chairman, Mr. McConnell, at 9:00 a.m. Quorum present.

2. Public Comment

None

3. Approval of Minutes: April 12, 2018

Mr. Olthoff made a motion to approve the minutes, and Mr. Trip seconded it. Motion carried with a voice vote.

4. Highways - Mark Rogers

• Bidding and Letting

Ms. Peters made a motion to open and read the bids, and Mr. LaGesse seconded it. Motion carried with a voice vote.

a) County 18-00000-03 GM Non MFT

Mr. Mulcahy made a motion to accept the lowest bid upon review, and Mr. Olthoff seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.

• County Engineer’s Pay Estimates

Mr. Olthoff made a motion to approve the pay estimates, and Mr. Kinzinger seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.

• Resolutions

a) Resolution for the Establishment of Altered Speed Zones for Vaughndale Subdivision in Limestone Township

Mr. Kinzinger made a motion to approve the resolution, and Ms. Peters seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.

b) Resolution Determining Prevailing Wages for Public Works Contracts in Kankakee County

Mr. Tripp made a motion to approve the resolution, and Mr. Olthoff seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, Ms. Parker, and Mr. Wheeler.

• Staffing Need in the Highway Department

Mr. Rogers stated that he is hoping to hire an engineering technician when it becomes necessary.

Mr. Wheeler asked what fund would be used for the new hire.

Mr. Rogers stated that it would come from the Highway fund and is within his budget.

Mr. Wheeler made a motion to approve the new hire, and Mr. Vickery seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. McConnell, Mr. Tripp, Mr. LaGesse, Mr. Olthoff, Mr. Mulcahy, Ms. Webber, Ms. Peters, Mr. Wheeler and Ms. Parker.

Mr. Gadbois reviewed and discussed the above reports with the committee.

Ms. Fogarty was not present.

Mr. LaGesse made a motion to adjourn the meeting at 9:31 a.m., and Mr. Olthoff seconded it. Motion carried with a voice vote.
