Bourbonnais Township Park District Board of Commissioners met May 21.

Here is the minutes provided by the Board:

The May 21, 2018 Board of Commissioners Meeting was called to order by President Delabre at 5:30 pm with the following people present:

Commissioners Present: Clark Gregoire, Brian Hebert, Anthony Settle and Wayne Delabre.

Appointees Present: Brian Scott and Hollice Clark

Staff Present: Paula Rogers, Mike Crews, Todd Poole, Sarah Winkel, Frank Cianci, Kristi Schu and Amanda Langlois

Visitors Present: Mr. William Hengl and Paul Schu

Executive Director Clark gave the Volunteer of the Year Award to Paul Schu. Paul was graduating from Olivet on the day of the Volunteer Recognition and could not make it. Hollice talked about how Paul has helped the Park District with his hard work, passion and endless hours of volunteering.

Above and Beyond award was given to Frank for his hard work with the Dog Park opening and for taking care of the issues that came up afterwards.

Staff Reports:

Executive Director: – Hollice Clark submitted his monthly Executive Director Report (filed with the May 21, 2018 Board Packet). 

-Herb Forkenbrock sent an email thanking Mike and his employees for getting fields ready so quickly even though we had rain come through. He said fields looked amazing and even spectators were impressed and made comments as well.

-Durham Perry Open House and the Volunteer Recognition went very well. Both were on Sat May 5th and we had a good turnout.

-Exploration Station received an award for Employer of the Year from BBCHS.

-Dog Day Afternoon was very cold and wet but it was successful.

-A request to move finance meeting to June 13, 2018.

-Family Night Out is June 8, 2018.

-Hollice will be out of the office on vacation June 8-12 and June 22, 2018.

Finance & Personnel – Paula Rogers submitted her monthly Financial Report through the Committee of the Whole meeting of May 21, 2018 (a copy is filed with the Committee of the Whole minutes, included in the May 21, 2018 board packet) and discussed the following:

- Balance Sheet and Income Statement by Fund YTD 05/01/17 - 03/31/18

- Income Statement by Department YTD 05/01/17 - 03/31/18

- Income Statement by Special Event YTD 05/01/17 - 03/31/18

-Finance and Personnel Report

-Notes on financials handed out.

-Switching insurance to United Health Care, this will save the district and employee's money and benefits will still be comparable.

Exploration Station - Sarah Winkel was absent but had submitted an update based on a monthly report from Brittaney Beck, for the Exploration Station which is included in the May 21, 2018 Board Packet.

Recreation – Sarah Winkel was absent but had submitted a monthly Recreation Department Report. This report has been filed with the May 21, 2018 Board Packet. Hollice did mention that the intern, Emily James, started today.

Diamond Point - Mike Crews submitted his monthly Diamond Point Park Report. This report has been filed with the May 21, 2018 Board Packet. Mike stated it has been a cold and rainy spring but things are progressing, the lights are working very well and he is still in the process of hiring a few employees. This past weekend 82 games were scheduled and 81 were played, despite the rain. Next year, Mother's Day weekend, Herb will run a tournament on Friday and Saturday.

Parks & Grounds - Todd Poole submitted a monthly Parks and Grounds Report. This report has been filed with the May 21, 2018 Board Packet.

-Dog Day set up took longer than expected, mowing is being caught up and all seasonal/part time employees have started.

-Anderson Mechanical is out of business and he has contacted Holohan Heating for the compressor that went out at Willowhaven.

-Fuzzy, our new Foal, was born May 14, 2018 and he is doing great. The sheep will be sheered this month.

Ad Hoc Committee Reports:

Special Recreation: April 17, 2018 minutes were submitted and have been filed with the May 21, 2018 Board Packet. Delabre stated that Bennett and Settle will be taking over next month attending board meetings. Hebert added that the Shot Gun Fundraiser was held this past weekend. He also added that Meier donated $5000 to Special Recreation.

Living History: nothing to report.

Consent Agenda:

A motion was made by Settle to approve the consent agenda. Seconded by Gregoire. Roll call: Bennett

-Absent, Gregoire -Aye, Hebert - abstained, Settle-Aye, Delabre-Aye. Motion carried.

- Approval of minutes for Regular Board Meeting- April 23, 2018

-Approval of minutes for Committee of the Whole- May 16, 2018

- Approval of bills

Unfinished Business: n/a

New Business:

A motion was made to approve Ordinance 2019-01 Disposal Ordinance, along with the addition that Executive Director Clark has the authorization to add items to the list. Motion was made by Gregoire and seconded by Hebert. Roll call: Bennett - absent, Gregoire - Aye, Hebert – Aye, SettleAye, Delabre- Aye. Motion carried.

A motion was made to request permission to transfer funds from savings to operational account, maximum amount of $200,000 and the determination will be made by Paula and Hollice. Motion was made by Settle, seconded by Gregoire. Roll call: Bennett -absent, Gregoire -Aye, Hebert- Aye, Settle-Aye, Delabre-Aye. Motion carried.

A motion was made to change meeting date for June from June 25th to June 18th Motion was made by Settle, seconded by Gregoire. Roll call: Bennett -absent, Gregoire -Aye, Hebert – Aye, Settle-Aye, Delabre-Aye. Motion carried.

A motion was made to approve Resolution 19-R-01 Illinois Municipal Fund. Motion was made by Gregoire, seconded by Settle. Roll call: Bennett -absent, Gregoire -Aye, Hebert – Aye, SettleAye, Delabre-Aye. Motion carried.

Motion to adjourn at 6:20 pm made by Settle, seconded by Gregoire. All in favor, Motion carried.
