City of Kankakee City Council met Oct. 1.

Here is the minutes provided by the council:

MAYOR WELLS-ARMSTRONG: I would like to call the meeting to order. We will start with a prayer by Pastor Andy Hansen and go on to the pledge of allegiance by members of MBS Childcare Center. Moving on to Public Comments we have Robert Ellington Snipes and Steven James.

PUBLIC COMMENTS

ROBERT ELLINGTON SNIPES: Some time ago, I requested an enact trash law such as other areas I have visited that have a trash law with a fine. Something needs to be in place; this has become an epidemic. I missed the second property tax date and had to pay an extra 1 percent. After analyzing and speaking with the Assessor’s office, 47 percent of property taxes go to the City of Kankakee and 37 percent to the schools.paying the 47 percent and I still have to deal with trash. Also an extra $10.00 is paid for Community Policing, yet I have had cars vandalized and I have to pay for that.paying decent money should enable us to live in a decent city. In addition, the $18,500.00 for the Police Chief search for 2.5 years; if it was the beginning of the 4 years that would be wonderful. I am sure you can find someone in the City of Kankakee to do the job without spending that amount.

STEVEN JAMES: My question is, where are the African American investment in the African American Businesses? There is an illegal immigration problem in this town. When will there be an investment in African American businesses, African American kids and low income Caucasian kids; their future is in jeopardy here. Where are the deals for these kids.for the East side? Save our kids.

MAYOR WELLS-ARMSTRONG: Thank you. At this time I would like to acknowledge Trinity Christian College Students; Undergrad Social Work are here accompanied by their Professor Dr. Cini Bretzlaff Holstein. They are visiting to learn about policy and government.

MAYOR WELLS-ARMSTRONG: Motion to approve the minutes for September 17th, 2018 meeting. ALD OSENGA: So move.

COMMUNICATIONS

ITEM 8A: Presentation by the Kankakee Police Department- introduction of New Patrolman, Daniel L. Deckard. Daniel resides in Kankakee, a 2011 Kankakee High School Graduate and has obtained is an Associate Degree in Criminal Justice through Kankakee Community College. Chief Hunt has watched Daniel develop through high school, college and welcomes him to the department.

ITEM 8B: Presentation by the Kankakee Police Department- Regarding the Illinois Law Enforcement Accreditation (ILEAP). Commander Donell Austin speaks on the accreditation program that ensures that the Police Department has policies and procedures that meet the National and State standards. CALEA is the National and International Police Practices and ILEAP is the State Organization. Chief Mitchell Davis of Hazel Crest Police Department is the 3rd African American Vice President of the Illinois Association of Chiefs of Police. He will present our 4th Award for ILEAP. This award means we are meeting and/or exceeding the State Wide and National Standards.

CHIEF MITCHELL DAVIS:

Commends and notifies: that The City of Kankakee Police Department meets the policy, procedures and daily routines that are in full compliance with professional standards of Law Enforcement. The award presented to Chief Hunt and Commander Austin on behalf of the department is a Tier 2 Award.

ITEM 8C AND 8D If there are no objections, I would like to combine these items: Establishing Halloween Hours and a street closure for the Riverview Historic District for a Halloween Party.

MAYOR WELLS-ARMSTRONG: Motion to approve combined Items 8C and 8D.

Motion to approve Item 10A

ALD FAFORD: I move that we approve the report of officers, place the money in the in the proper accounts and pay the bills in the amount of $339,163.13.

ITEM 12A: Ordinance Amending Chapter 32 Section 231 entitled Handicap Parking of the Municipal Code of the City of Kankakee Rescinding Ordinance No. 2004-11: Establishing a Handicapped Parking at 331 North Rosewood (1st & 2nd Reading).

MAYOR WELLS-ARMSTRONG: May I have a motion to suspend the rules that will interfere with the passing of the ordinance.

MAYOR WELLS-ARMSTRONG: This is Ruby Smith that helped us find Carolyn Croswell who has now taken on a job with Country Club Hills but is still helping here about 10 hours per week.Asking that we hire Ruby so she can recruit for an Economic Development Director and Planning and Zoning Director. No salary has been confirmed. Motion to approve.

P4 Solutions to Conduct a National Search for a Police Chief.

MAYOR WELLS-ARMSTRONG: Funds for the search will be taken from the General Fund based on the IDOR savings and also due to not presently paying a Police Chief. Motion to approve the proposal so they can begin the search.

ALD BROWN: Second.

ALDERMAN COMMENTS

ALDERMEN & ALDERWOMEN: Update on the status of 431 South Chicago includes the Submittal of Phase 1 to the EPA to see if it meets the qualifications for the Brownfields Grant.

MAYOR WELLS-ARMSTRONG: I have a couple of things: The New Logo.Murals.the brand is starting to be rolled out. Thanks to Pete and his Team and also Maya. My new Executive Assistant, Nichelle has emailed all of the City Council Members requesting meetings. Neil, myself, and Elizabeth want the opportunity to speak with everyone about some grant opportunities. There will be a ribbon cutting in the 1st Ward for the new business Narvana located in the Majestic Building on Wednesday at 5:00PM. McGrath and I will be meeting with Republic on Thursday regarding our recycling and we will follow up. There is a memorial service on Friday at 11:00 AM at the Court House for our Fire Fighter. Asking that everyone attend the Budget meeting on Tuesday October 9th, in the Fire Training Room. There will be updates and we anticipate another amendment this year
