Village of Manteno Board of Trustees met September 4. 

Here is the minutes as provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Boyce seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of August 20th, 2018.

Motion approved: 5-0 Gesky absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

     • Door to door fundraiser for the Manteno High School Bandboosters. “Fill the Drum” fundraiser will raise money for band uniforms. Jenny Stawick, co-chairman of the Bandbooster organization was present and gave an overview of the fundraiser. The dates will be October 13, 2018. Adult Bandbooster members will be on specific corners throughout the Village to collect donations from the community and at certain businesses.

     • Manteno Softball submitted fundraising form for approval to sell mulch at the Softball field. Beginning date for the fundraiser will be March 1, 2019.

A motion was made by Phillips and seconded by Dole to approve the Manteno Bandbooster and the Manteno Softball request for fundraising within the Village.

Motion passed. 5 ayes 0 nays Gesky absent

Village Administrator’s Report: Chris LaRocque

The Manteno Village View will continue to broadcast the Village Board meetings, but have added the availability of You Tube for those who do not have access to Comcast/Xfinity to watch Board meetings. You can now watch Village Board meetings at You Tube.com http://live.mvvonline.org

Committee Reports:

Public Works and Utilities- Trustee Boyce

     • Consideration Re: A motion to authorize the participation in the ComED Interior Light Replacement Program for the Village Hall, Police Department and Leo Hassett Community Center buildings. As funds become available, ComEd offers energy saving programs by funding the replacements of existing light fixtures with modern LED fixtures. The Village is excited to take advantage of this program and will replace all interior fixtures with the new energy efficient models in the Village Hall, Police Department and Hassett Community Center. The lights have smart technology that will automatically dim when natural light is present. This program saves the Village about 60% of the actual cost of labor and materials for the transition. The return on investment is around 3 to 4 years, making this an excellent way for the village to save money and be more environmentally friendly by using significantly less energy.

Next Public Works Committee meeting to be held Tuesday Sept 25th, 2018 at 7:00 am at the Village Hall Conference room.

Parks and Recreation- Trustee Martin

Nothing on the agenda tonight.

Upcoming events in the Village:

     • Lifestyle 360 on Sept 19th at 9:00 am – Leo Hassett Community Center Jim Hanley gave an update on the new park equipment purchased for the Square on Second. Next Parks & Recreation Commission meeting will be Wednesday September 19th, 2018 at 7:00 pm the Village Board Room at Leo Hassett Community Center.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

Trustee Dole covered some recent car break ins within the Village. The thieves were caught in Indiana and had also broke into cars in Monee and Peotone. Trustee Dole covered tips from the police department to always lock your doors on all vehicles parked outside. Also, it is a good idea to have video camera’s installed outside your house. The police were able to review a video surveillance camera that a resident had which helped with the investigation.

The Public Safety Committee Meeting will be Wednesday Sept 12th, 2018 at 7:00 am at the

Village Hall conference room.

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight

The next Planning and Zoning Committee meeting is scheduled for September 25th, 2018 at 7:00 am at the conference room at Village Hall.

The next Planning Commission meeting will be scheduled for Tuesday September 11th, 2018 at 6:00 pm at the Village Board Room at the Leo Hassett Community Center

Finance: Trustee Phillips covered in the absence of Trustee Gesky

     • Payment of bills $825,225.12 includes TIF#1- $1,965.00 & TIF #3 $0

     • Bills authorized and Paid between Board Cycle: $69,193.79

     • Final refund of 22 sewer customers for a total of $923.31

     • Resolution 18-07 - A Resolution approving a Tax Connection with Tax Increment

Financing Area #1 - Carlisle Group Properties LLC, 5 South Main Street. At this week's Planning and Zoning Committee meeting, Jacob Carlisle presented his plans for the recently purchased building located at 5 South Main. The Board discussed his TIF request and agreed the intent of the TIF Facade funding should include improvement that maintain the original architecture of historical buildings.

The next Finance meeting will be held Wednesday September 12th, 2018 at 7:00 am at the

Village Hall Conference Room.

General Government-Phillips

     • No action items on the agenda tonight

Mayor Nugent read the items to be included on the Consent Agenda:

     • Resolution 18-07 - A Resolution approving a Tax Connection with Tax Increment Financing Area #1 - Carlisle Group Properties LLC, 5 South Main Street.

Awarding of Bids/Contracts and Authorization to Purchase (C)

Motion by Dole, seconded by Boyce, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 5-0 Gesky absent

Motion by Crockett, seconded by Martin to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

President Nugent: Watch out for our school buses and students. Crossing guards are all in place and a new Resource Officer is in place at the schools. Lots of activity coming up in the

Village with Oktoberfest at end of month…. Please slow down.
