Village of Manteno Board of Trustees met September 17.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Phillips seconded by Dole, to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 4th, 2018.

Motion approved: 6-0

Reports of Village Officials:

Village President’s Report: Timothy Nugent

     • Proclamation - Dementia Friendly Awareness Month

        Chief O’Brian of the Manteno Fire Department, was present and spoke to the dementia garden created at the fire department and how we have an area of aging health concerns. Community, businesses and government all work together on this issue. Chief O’Brian thanked the many businesses who donated to make the garden a reality.

     • Proclamation - Knights of Columbus - Helping Citizens with Intellectual Disabilities Days in Manteno. 48th Annual Fund drive from September 21-22, 2018

     • Fundraiser request - MHS Girls’ Soccer will sell mums and pumpkins to help raise funds for a soccer trip to Iowa. Beginning Sept 27th, ending Sept 30, 2018.

A motion was made by Martin and seconded by Boyce to approve the MHS Girls’ Soccer teams request for the fundraiser to sell mums and pumpkins. 6 Ayes 0 Nays Motion passed

     • Request from Jim Hanley for a Block Party on White Tail Drive from Fawn Circle to Meadow Path on September 22, 2018 from Noon to 9:00 PM. Signed by 18 residents

A motion was made by Boyce and seconded by Dole to approve the Block Party request on White Tail Drive. Motion passed. 6 ayes 0 nays Motion passed

Village Administrator’s Report: Chris LaRocque

Vulcan Materials General Manager Kerry Lambert presented a $1000.00 check to the Village for Octoberfest 2018. Vulcan has been a strong community supporter for Octoberfest through the years.

Sarah Marion gave an overview of the Chamber of Commerce events in the Village and reminded everyone that the annual Oktoberfest would be coming up September 27th -30th. She encouraged all to find the schedule of events at the Manteno Chamber of Commerce web site as well as the Facebook page. Peace, Love and Community is the theme this year. Many thanks to our sponsors whose names can be found on the website and on the flyers.

Committee Reports:

Public Works and Utilities- Presented by Trustee Boyce

     • Consideration Re: A motion to award the bid for the Multi-Use Path and Swale project to Kankakee Valley Construction Company for a cost of $363,845.65 

Village Engineer, Geoff Aggen gave an overview of project. This budgeted project is necessary to regrade the drainage swales through the north end of the Village. Over time the swales become altered with silt deposits. This regrading insures the proper drainage of the neighborhoods they service. As part of the project, the Village is incorporating another portion of the walking/biking path. Our goal is to provide paths throughout the Village to provide residents sage, alternative routes for exercise and enjoyment. Anticipate this project to start in the fall and with an anticipated end date of May 2019.

Next Public Works Committee meeting to be held Tuesday Sept 25th, 2018 at 7:00 am at the Village Hall Conference room.

Parks and Recreation- Trustee Martin

Nothing on the agenda tonight.

Upcoming events in the Village:

     • Lifestyle 360 on Sept 19th at 9:00 am – Leo Hassett Community Center

     • Arts Council to have an event on the Square on Second on the evening of October 13th, with food, arts and music.

Next Parks & Recreation Committee meeting was canceled for Wednesday September 19th, 2018.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

Trustee Dole covered the requirements that electric motorcycles for children have been seen on roads and sidewalks within the Village. They are not legally allowed on roads and only can be used on private property.

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight

The next Planning and Zoning Committee meeting is scheduled for September 25th, 2018 at 7:00 am at the conference room at Village Hall.

The next Planning Commission meeting will be scheduled for Tuesday October 10th, 2018 at 6:00 pm at the Village Board Room at the Leo Hassett Community Center Finance: Trustee Gesky

     • Payment of bills $265,860.54 includes TIF#1- $15,189.54 & TIF #3 $138.03

     • Bills authorized and Paid between Board Cycle: $0

     • Final refund of 5 sewer customers for a total of $741.96

     • Consideration Re: A motion to authorize the Village Administrator to negotiate the purchase of property located at 54 West First Street. As discussed at the last finance meeting, the village became aware of an opportunity to purchase the apartment building located at 54 W. First. The building is somewhat unsightly and no longer considered the highest and best use of property. Once vacated, the Village will demolish it and likely extend the adjacent parking lot.

The next Finance meeting will be held Wednesday October 10th, 2018 at 7:00 am at the Village Hall Conference Room.

General Government-Phillips

     • No action items on the agenda tonight

     • Consideration Re: A motion to authorize the Village Administrator to negotiate the purchase of property located at 54 West First Street.

Awarding of Bids/Contracts and Authorization to Purchase (C)

     • Consideration Re: A motion to award the bid for the Multi-Use Path and Swale project to Kankakee Valley Construction Company for a cost of $363,845.65

Financial Reports: (D)

     1. Payment of bills $265,860.54 (includes TIF#1- $15,189.54 & TIF #3 $138.03)

Motion by Crockett, seconded by Dole, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Crockett, seconded by Martin to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Motion Approved 6-0

President Nugent: I am getting a lot of inquiries about the jumping pillow and when it will be open for public use. Opening date will be determined when we get the fence up around it.
