Bradley Public Library District Board of Trustees met Oct. 17.

Here is the minutes provided by the board::

President Bayer called the regular meeting of the Board of Trustees of Bradley Public Library District to order at 6:02 p.m. Wednesday, October 17, 2018.

Present: Bayer, Rodgers, Benoit, Grace, Hendrickson, Richardson and Fisher

Absent: None

Also present: J. DePatis, Director and J. Ponton, Recording Secretary

APPROVAL OF MINUTES

Moved by Trustee Rodgers, seconded by Trustee Hendrickson, that

MINUTES OF THE SEPT. 19, 2018 MEETING SESSION BE APPROVED AS SUBMITTED

Motion carried by unanimous vote

Moved by Trustee Rodgers, seconded by Trustee Grace, that

MINUTES OF THE SEPT. 19, 2018 EXECUTIVE SESSION BE APPROVED AS SUBMITTED

Motion carried by unanimous vote

The minutes from the Public Hearing for Sept. 19, 2018 will be approved at the November meeting.

The minutes from the Special Meeting held on October 9th will be approved at the next meeting.

TREASURER’S REPORT

Moved by Trustee Bayer, seconded by Trustee Benoit, that

TREASURER’S REPORT FOR SEPTMBER BE ACCEPTED AS SUBMITTED

VENDOR PAYMENTS

Moved by Trustee Grace, seconded by Trustee Rodgers, that:

BILLS TOTALLING 48,767.69 ALLOWED AND PAID FOR SEPTEMBER

DIRECTOR’S REPORT - [copy attached hereto]

42 new readers were registered and 6,870 items were issued in September.

Receipts: $224.39 fines on overdue books - $395.00 – fax - $700.30 – copies – $300.00 – fee cards - $50.25 – lost/damaged – $25.00 - donations - $76.50 – other – Idemia - $72.00.

Expenses: $82.92

THE LIBRARY DIRECTOR’S REPORT FOR SEPTEMBER ACCEPTED

Motion carried by unanimous vote

Director DePatis stated the following:

Maintenance:

Family restroom toilet was replaced.

Grants:

Received check for the Per Capita Grant in the amount of $16,618.75.

Personnel:

Jim Dewey was hired for a part time clerk position of under 20 hours per week.

Director DePatis and Allison Orvis attended the Bradley West All District Family Night on Sept. 27, 2018.

Legal:

Filed Budget and Appropriations Ordinance with Kankakee County Clerk.

Published the Truth In Taxation public hearing notice in the Daily Journal.

Continuing Education:

Director DePatis attended a webinar on Unconscious Bias.

Betty Chapman and Olivia Koerner attended the Illinois Library Association annual conference in Peoria on October 9th thru the 11th.

Renee Bruce and Allison Orvis attended “Puttin on the Hits” program at the Harold Washington Library. The program featured incorporating music into story time.

COMMITTEE REPORTS

Friends of the Library

The Friends of the Library met on October 3rd at 6:30PM. Fall book sale brought in $955.25. Fall craft show will take place on November 3rd from 9AM until 3PM. A wreath raffle will take place from Oct. 15th to Nov. 3rd. Silent Auction will take place from Nov 19th thru Dec 15th. The Healthy Living series plans to resume in January. Next meeting will be held on Nov. 7th at 6:30PM.

Legal:

The legal committee is reviewing the public use of the library policies which is mandated to be reviewed every 3 years. The next legal committee meeting will be Nov. 14th at 5:00PM.

UNFINISHED BUSINESS:

The updated personnel policy handbook is in review.

The 2018 staff/trustee recognition dinner will be held on December 2nd at the Quality Inn at a cost of $21.45 per person with the same menu as last year. Employees’ meal will be covered by the Bradley Public Library but their guests will be asked to pay $25.00. Final attendee numbers must be in by November 19th.

Director DePatis informed Trustees Richardson, Rodgers and Fisher that they are up for reelection in 2019. Director DePatis distributed to each trustee the amended public library district trustee qualifications.

Moved by Trustee Rodgers, seconded by Trustee Fisher to accept the bylaw revisions as presented.

Motion carried by unanimous vote

NEW BUSINESS:

Fiscal year 2017–2018 annual report was distributed to each trustee to review. Trustees are to email Director DePatis with any questions.

Moved by Trustee Rodgers, seconded by Trustee Benoit to approve Ordinance 18-05, An Ordinance for the Levy of Taxes for the Bradley Public Library District for the fiscal year 2019-2020

Motion carried by roll call vote of 7 ayes, 0 nays and 0 absent

Director DePatis distributed the sheet of free RAILS webinars which will fulfill the continuing education requirements for 2019.

Moved by Trustee Hendrickson, seconded by Trustee Benoit to go into Executive Session at 6:25PM for the purpose of discussing a possible or pending litigation.

Motion carried by roll call vote of 7 ayes, 0 nays and 0 absent

President Bayer declared the Executive session to be concluded at 7:20PM

Trustee Rodgers moved for adjournment at 7:22PM
